China Unicom Enhances Rural Logistics Network in Taoyuan County

To implement the "Seven Major Actions" initiative in Hunan Province, China Unicom's Changde Branch has leveraged its strengths in communication technology and network services to fully undertake the construction of integrated village-level express delivery logistics service stations in Taoyuan County, Changde City. This effort aims to upgrade local rural logistics infrastructure from mere availability to higher standards of quality and strength.

Addressing pain points such as uneven conditions and chaotic process management at rural logistics sites, China Unicom's Changde Branch conducted a comprehensive survey of the actual conditions at 273 village-level stations across Taoyuan County. Adhering to a "unified standard" approach, the company provides each service station with a full range of equipment and facilities, strictly aligning with national and industry norms. This includes uniformly configured signage, handheld scanners for shipments, electronic waybill printers, standard shelving, and complete fire-fighting equipment, ensuring each station has a practical area of no less than 15 square meters. As of October 2025, the coverage rate of integrated village-level express delivery logistics service stations in Taoyuan County has reached 80%, effectively bridging the "last mile" for both "industrial products going to the countryside" and "agricultural products entering the city."

For logistics to operate at high speed, network infrastructure must be laid first. Leveraging its advantages as a communication operator, China Unicom's Changde Branch has deployed integrated optical modem and router devices at all 273 village-level stations across the county. Concurrently, a cloud-based video surveillance platform has been established in the backend, equipped with 4-megapixel smart cameras to meet postal supervision and security prevention requirements. Village-level service stations have moved away from traditional methods of "writing by pen, memorizing by mind, and inquiring by word of mouth." Information about senders and recipients, inbound and outbound records, and logistics tracking can now be traced through digital and intelligent terminals, marking a transition from "manual and extensive" to "digital and efficient" rural express delivery.

To ensure stable and continuous service, China Unicom's Changde Branch has established a comprehensive support system integrating technical response, equipment distribution, quality control, and operational maintenance. The company commits to a 30-minute response time for sudden malfunctions and on-site resolution within 4 hours. Considering the complex mountainous road conditions in some rural areas, specialized distribution plans have been formulated, with dedicated personnel assigned for full-process tracking. Additionally, standardized operational maintenance plans and hidden danger investigation logs are provided to safeguard the smooth operation of rural logistics through full lifecycle services.

With communication as the foundation, China Unicom is empowering rural logistics infrastructure. By delivering standardized networks and regulated services, the company is paving a new "mountain road" for the rural areas of Taoyuan County.
