This week, the Jiangsu Power Exchange Center officially issued the "2027 Jiangsu Electricity Retail Market Trading Work Guidelines." The guidelines mention: explicitly canceling requirements such as the proportion of fixed-price electricity volume, the proportion of spot market price-linked electricity volume, and the proportional sharing method, focusing on promoting the transmission of electricity energy prices to wholesale market prices. Retail users and electricity sales companies may, based on whether time-of-use pricing applies, agree on floating prices and monthly sharing cost coefficients on the basis of wholesale market prices. Henceforth, the new retail package electricity energy price formula is: Retail package electricity energy price = wholesale market price + floating price + K sharing × monthly sharing price.

It is reported that this move aims to continuously optimize the Jiangsu electricity retail market environment, enhance the convenience for market entities to enter the market, simplify trading operation procedures, standardize multi-year retail transaction management, and stimulate the vitality of retail market competition, in light of the actual operation of the Jiangsu electricity retail market. After deliberation and voting by the Jiangsu Electricity Market Management Committee, and with the consent of government authorities and regulatory departments, it has been officially implemented from the date of issuance.
