The campaign will implement four key measures: 1. **Online Monitoring of Wage Payments**: All construction projects—including those in housing, transportation, water management, and landscaping—will be integrated into a digital monitoring platform to ensure full compliance with wage payment regulations. 2. **Comprehensive Risk Assessment**: Authorities will conduct thorough inspections of ongoing projects, compiling four key lists: project inventories, wage arrears risk assessments, inspector assignments, and compliance records. High, medium, and low-risk cases will be tracked and resolved promptly. 3. **Strict Enforcement Against Violations**: Employers confirmed to have withheld or delayed wages will face immediate penalties, including mandatory payments or advance settlements. Severe cases, including malicious wage defaults, will be publicly exposed and subject to joint disciplinary actions. 4. **Enhanced Wage Protection Measures**: Government and state-owned projects will lead by example in timely wage disbursements, with priority given to migrant workers. Districts will also hold regular complaint sessions and escalate complex cases for resolution. High-risk industries will undergo targeted interventions.

Workers encountering wage arrears can file complaints through multiple channels: - **Online**: Ministry of Human Resources and Social Security’s national wage arrears reporting platform, Beijing’s labor rights QR code, or the 12333 hotline. - **Offline**: Local labor supervision offices and service windows.

The campaign underscores Beijing’s commitment to eliminating wage arrears and ensuring fair labor practices during the year-end payment peak.
