Total investment of 10.828 billion yuan! The world's largest green hydrogen-ammonia-methanol project breaks ground

Deep News10-21

On October 16, information on the Xinjiang Government Services Network showed that the filing for the photovoltaic hydrogen production coupled with clean resource utilization and low-carbon integration project of Xinqing Energy Technology (Fukang) Co., Ltd. was approved.

On October 20, Phase II of the "Qingqing No. 1" China Energy Engineering Songyuan Hydrogen Energy Industrial Park (green hydrogen-ammonia-methanol integration) project, invested and built by China Energy Engineering Group Co., Ltd. (hereinafter referred to as China Energy Engineering), broke ground in Songyuan, Jilin, with a total investment of 10.828 billion yuan.

After Phase II is completed, Phases I and II of the Songyuan project will together form an annual production capacity of 600,000 tons of green ammonia, marking the first time that China's wind-solar coupled green hydrogen-to-green ammonia production has moved from demonstration and validation to large-scale commercial operation, providing a replicable and scalable "China solution" for the global green hydrogen-ammonia-methanol industry.

The "Qingqing No. 1" China Energy Engineering Songyuan Hydrogen Energy Industrial Park (green hydrogen-ammonia-methanol integration) project is China's first large-scale wind-solar coupled green hydrogen-to-green ammonia integration project, and is currently the world's largest green hydrogen-ammonia-methanol integration project.

Phase I of the project was put into operation on December 16, 2025, setting four world records: the largest scale, the largest hydrogen storage capacity, the widest load flexible process, and the largest-scale alkaline water electrolysis hydrogen production equipment.

After nearly a year of operation, the production load of the synthetic ammonia unit has reached 100%, fully entering the stage of stable operation and batch product delivery.

On October 13 this year, the green ammonia produced by the Phase I project completed the world's first ship-to-ship bunkering of green ammonia fuel in Zhoushan, Zhejiang, achieving the first full-chain connection of green ammonia as a marine green fuel from "production-storage and transportation-bunkering-application."

"Relying on its integrated advantages across the entire industrial chain of planning consulting, investment, construction, and operation, China Energy Engineering has laid out the hydrogen energy strategic emerging industry in advance, advanced the cluster development of green hydrogen-ammonia-methanol projects in the 'Three North' regions, and formed the 'Qingqing No. 1' integrated hydrogen energy solution. The Phase II project that has now started construction is a large-scale expansion project iteratively upgraded on the basis of Phase I's empirical results, marking that China's green hydrogen-ammonia-methanol integration has moved from engineering demonstration to large-scale commercial operation, and is a landmark achievement in cultivating new quality productive forces in China's hydrogen energy industry and building a new energy system," said Ni Zhen, Secretary of the Party Committee and Chairman of China Energy Engineering.
