Official Initiative: Hebei Province Launches AI Plus Manufacturing Action Plan to Drive High-Quality Industrial Transformation

The Hebei provincial government has officially released the Implementation Plan for the "Artificial Intelligence + Manufacturing" Special Action, a joint effort by eight provincial departments, including the Provincial Department of Industry and Information Technology. This strategic initiative is designed to accelerate the integration of artificial intelligence into the province's manufacturing sector, fostering high-quality development.

On the capability supply front, the plan outlines a comprehensive approach to strengthening foundational elements. Hebei will accelerate the construction of a ring-capital smart computing cluster while launching a universal computing power initiative to reduce costs for small and medium-sized enterprises. The province will leverage its competitive advantages in steel, chemicals, and pharmaceuticals to drive the deep integration of industrial datasets with model development. Additionally, sectors like robotics and electronics will be utilized to cultivate a diverse range of innovative products, including consumer-grade and industry-grade intelligent terminals.

Regarding application scenarios, the initiative focuses on key areas by targeting both specific industries and production stages to promote innovative AI adoption. According to Ma Yue, Deputy Director of the Hebei Provincial Department of Industry and Information Technology, the plan encourages major industrial enterprises to deploy AI models, with 84 scenarios already leveraging large language models in sectors such as steel, chemicals, pharmaceuticals, food, automotive, and electronics. In production, the use of intelligent design and AI simulation models will reduce R&D costs, improve efficiency, and enhance service experiences.

To strengthen the innovation ecosystem, Hebei will foster collaborative research alliances, accelerate the development of digital transformation service centers, and establish an expert database for AI. A public service platform for large AI models will be built, alongside the creation of digital parks and smart industrial clusters. Furthermore, the province will create a corporate cultivation database and an industrial chain mapping system to nurture specialized and innovative "little giant" enterprises, technology-driven SMEs, and attract leading AI companies to establish a presence in Hebei. This will underpin the development of a "one zone, two belts" industrial landscape.

Bian Shaoyang, Head of the Industrial Cluster Division at the Hebei Provincial Department of Industry and Information Technology, added that the province will continue to promote digital and intelligent transformation among cluster-based manufacturing enterprises, specialized SMEs, and industry leaders. The goal is to convert all 107 key industrial cluster shared factories into smart factories, driving an annual addition of 3,000 cloud-based enterprises within these clusters.
