Sichuan has introduced a comprehensive plan to stimulate high-quality service consumption, aiming to enrich residents' daily lives. The provincial Department of Commerce, along with 11 other departments including the Development and Reform Commission and the Department of Culture and Tourism, recently issued the "Implementation Plan for Promoting High-Quality Development of Service Consumption in Sichuan Province" (referred to as the "Plan"). The document outlines 19 measures across four key areas: upgrading basic service consumption, tapping into growth potential of improved service consumption, enhancing development momentum, and optimizing the service consumption environment.
To elevate basic services like catering, elderly care, childcare, household services, and cultural tourism, Sichuan will implement the "Hundred Brands, Thousand Stores" initiative to cultivate 2,000 distinctive and branded small businesses, enhancing urban vibrancy and convenience. Elderly care services will see significant improvements, including community-based care institutions, medical escort services, and expanded home-based care options like rehabilitation nursing and meal assistance programs through centralized kitchen networks. Emerging household service sectors such as home organization, pet care, and one-stop maintenance will also gain traction.
For cultural tourism, the Plan proposes global promotion of Sichuan's unique attractions, including expanded panda-themed train routes and premium travel packages. Improved service consumption segments like sports, education, housing, and health will receive stronger support. Measures include integrating sports events into commercial districts, promoting emerging sports like pickleball and paddleboarding, and encouraging non-academic training services with pay-after-learning models. Home renovation projects, particularly aging-friendly modifications, will also be prioritized.
To foster innovation, Sichuan will upgrade commercial spaces, cultural sites, and greenways to create premium consumption scenarios while advancing smart home solutions. Financial tools like elderly care relending policies and government-backed loan products ("Tianfu Service Guarantee Loan") will bolster key service sectors. The province will also develop vocational standards for emerging service professions like home organizers and elderly care assistants to strengthen workforce capabilities.
Provincial officials emphasize that these measures aim to meet diverse, personalized consumption demands, amplify consumption's role in economic growth, and cultivate new service consumption growth points.
