"From initially hesitating about returning to my hometown to now feeling secure and firmly rooted, Chifeng's talent policies and services have completely dispelled my concerns," said Ma Shucheng, a Peking University postgraduate graduate, during a conversation on January 23 at Chifeng Guohe Energy (Group) Co., Ltd., articulating the genuine feelings of many young people choosing to stay in Chifeng. As a representative of these youths, Ma Shucheng joined Chifeng Guohe Operation and Maintenance New Energy Co., Ltd. as Deputy General Manager through the "Civilized Hongshan • Youthful Chifeng" campus talent recruitment campaign. After joining, he received a one-time settlement allowance and contributed to the construction of the Chifeng Keqi Xinglong 200,000-kilowatt wind power project, which has now achieved full-capacity grid-connected power generation.
Young people staying in Chifeng have reliable support, a stage to pursue their dreams, and the confidence to put down roots—these are the encouraging changes brought about by Chifeng City's implementation of the "100,000 Youths Stay in Chifeng" initiative.
However, it cannot be ignored that in the past, the fundamental constraints for young people to stay and start businesses in Chifeng were the scarcity of high-quality market-oriented employment opportunities and the persistently high enthusiasm for civil service and public institution exams, which once led to phenomena of "delayed employment" and "slow employment."
Young talents are the innovative force driving urban development. During the "15th Five-Year Plan" period, Chifeng City will fully advance projects such as the "Yulong Elite Talent" program and the industrial talent aggregation攻坚 project, implement the "100,000 Youths Stay in Chifeng" action, and collectively create a talent development environment that is attractive to both nearby and distant talents. To fully stimulate the vitality of young talents, Chifeng City focuses on the growth and development needs of youth, systematically plans, and implements precise policies, continuously increasing career development opportunities for young people, enhancing their sense of belonging and happiness in Chifeng, and aims to achieve the goal of retaining 100,000 youths from 2025 to 2027, providing strong talent support and intellectual guarantee for the high-quality development of Chifeng City.
Targeting the youth demographic, the city is expanding job supply. Chifeng has developed 5,794 policy-based positions across all sectors, including government agencies and public institution examinations, an increase of over 1,200 since the beginning of the year; it has deepened market-oriented employment channels through government-school-enterprise cooperation, visiting key parks in 12 banners (counties) to identify 2,048 job demands, and achieved job-person matching through online recruitment and targeted推送; high-frequency promotion of recruitment activities has been maintained, with the Human Resources and Social Security Bureau jointly organizing 11 campus-specific job fairs with multiple departments, offering 20,915 employment positions.

Relying on the "Civilized Hongshan • Youthful Chifeng" talent recruitment brand and the autonomous region's "Embrace Talents • Gather Wisdom to Revitalize Inner Mongolia" special campaign, Chifeng City recruited talents from 13 "Double First-Class" universities, simultaneously completing 9 batches of talent recruitment through "green channels" and "public institution positions for enterprise use," introducing a total of 673 high-level urgently needed talents, including 352 with master's degrees or higher.
Fostering a consensus on urban belonging creates a youth-friendly employment environment. Chifeng City issued the "Implementation Measures for Creating the 'Youthful Sincerity' Brand Plan," exploring the construction of youth talent apartments to ensure young people can stay安心 and live comfortably. Therefore, introducing young talent is not about 'indiscriminate flooding' but precise alignment with industrial needs and development demands, allowing high-level young talents to take root in the industrial chain and contribute to the main battlefield of Chifeng's development."
Youth and the city empower each other, achieving mutual success. In 2025, 32,000 young people have already put down roots in Chifeng. It is believed that under the escort of policies and through the struggles of youth, 100,000 young people will surely take root at the foot of Hongshan Mountain, allowing the flowers of youth to bloom brilliantly on the journey of Chifeng's high-quality development.
