Taiyuan's Wanbolin District Accelerates Implementation of JD.com's 7Fresh Project

A project advancement meeting for JD.com's 7Fresh initiative in Wanbolin District was held on the morning of March 23rd. Representatives from multiple district departments met with management from the Era City Shopping Mall and JD.com's 7Fresh project team. Across the table, officials from various Wanbolin District departments, including the Administrative Approval Service Administration, Urban and Rural Administration, Commerce Bureau, Fire Rescue Brigade, Smart City Development Service Center, Xiaojingyu Sub-district Office, and Investment Promotion Service Center, sat face-to-face with the head of development for JD.com's 7Fresh in Shanxi. The agenda was singular: identifying remaining hurdles and determining how each department could provide on-the-spot solutions.

As a key investment project for Wanbolin District, the JD.com 7Fresh venture involves a new business format, coordination with numerous departments, and a tight implementation schedule. Every step, from initial negotiations to commencement of construction, tests the collaborative efficiency and service awareness of the government departments.

Following the successful negotiation of the project, the Wanbolin District Administrative Approval Service Administration promptly activated a "Project Butler" mechanism. It assembled a dedicated "service task force" comprised of key personnel to offer one-on-one, start-to-finish assistance and代办 services for the company, aiming to reduce legwork, simplify processes, and accelerate completion.

"Business registration was completed in less than half an hour. From project negotiations to handling procedures, the efficiency and considerate service from all departments exceeded our expectations, allowing us to genuinely experience the 'Wanbolin Speed'," remarked Wu Huajie, a relevant person in charge of the JD.com 7Fresh project, expressing his genuine feelings about the process.

Discussing the particular challenges of the fresh produce business, Wu Huajie noted, "The fit-out phase for a fresh produce project has higher requirements, and the biggest concern is rework delaying the schedule. Fortunately, the departments did preparatory work, helping us avoid many potential issues."

"We must meticulously handle preemptive services precisely to ensure the smooth progress of the enterprise's fit-out and construction, avoiding rework and futile efforts," added Zhou Ruifeng, a technical cadre from the Wanbolin District Fire Rescue Brigade, explaining the tailored service measures provided for the company.

When the issue of congestion in the project's unloading area was raised, Zhang Leping, Captain of the Wanbolin District Urban and Rural Management Comprehensive Administrative Law Enforcement Brigade, responded immediately. "Upon learning of the company's concerns, we immediately deployed 36 enforcement officers to improve traffic order around the project site. Measures such as installing barriers were implemented to standardize vehicle parking. Furthermore, we coordinated with shared bike operators to designate specific parking zones, striving to resolve logistics and unloading access issues and ensure smooth subsequent operational transportation for the enterprise."

To expedite project approvals, the Wanbolin District Administrative Approval Service Administration, considering the specifics of the fresh produce industry, compiled a "customized approval checklist." This list includes items like business registration, food operation permits, road freight transport permits, and fire control record filing, providing clear guidance for the enterprise. Additionally, for non-critical documents, a policy of "tolerating omissions, extreme simplification, and immediate processing" was adopted, allowing the company to commit to submitting documents later, thereby ensuring the approval process moves forward efficiently.

"Our role extends beyond handling approvals; we must proactively act as 'coordinators' for the enterprise. Any problem encountered by the company, even if outside the purview of the Approval Bureau, will be addressed according to the first-contact responsibility system. We will immediately connect with the relevant departments to fully assist in resolving practical difficulties," stated Li Ye, Deputy Director of the Wanbolin District Administrative Approval Service Administration, conveying warmth and support to the enterprise.

Behind this advancement meeting lies Wanbolin District's efforts to build a collaborative and efficient operational framework, guided by its business environment brand focused on success. The district has established a full-cycle management mechanism encompassing problem collection, categorization and assignment, time-bound resolution, and feedback evaluation. This system breaks down departmental barriers and facilitates rapid resolution of cross-departmental issues through mechanisms like case-by-case deliberation and regular business environment meetings.

In enhancing administrative service efficiency, Wanbolin District has made multi-pronged efforts: implementing "single-window acceptance and multi-license joint processing," optimizing approval hierarchies for 89 service items; and creating the "Bailing" administrative service brand. Through technology-enabled methods like intelligent guidance for form filling and transparent dual-screen approvals, the district has achieved a 98% success rate for "handling matters with at most one visit."

Currently, the JD.com 7Fresh project is intensively refining its construction entry plan. The Wanbolin District Smart City Development Service Center is deeply engaged with the project team, providing comprehensive guidance on site planning and facility support to ensure a smooth commencement of construction.
