The Ministry of Industry and Information Technology, the Ministry of Finance, and the National Development and Reform Commission have issued a notice agreeing to the launch of hydrogen energy comprehensive application pilot work in five city clusters including Beijing-Tianjin-Hebei.

To the industry and information technology departments, finance departments (bureaus), and development and reform commissions of Beijing Municipality, Inner Mongolia Autonomous Region, Liaoning Province, Jilin Province, Shanghai Municipality, Henan Province, Guangdong Province, Chongqing Municipality, Sichuan Province, and Xinjiang Uygur Autonomous Region:

In accordance with the requirements of the "Notice of the Ministry of Industry and Information Technology, the Ministry of Finance, and the National Development and Reform Commission on Carrying Out Hydrogen Energy Comprehensive Application Pilot Work" (MIIT Joint Energy Conservation [2026] No. 59, hereinafter referred to as the "Notice"), following formal review, expert evaluation, and on-site defense, the pilot work plans of five city clusters — Beijing-Tianjin-Hebei, the Greater Bay Area, Northeast China (including eastern Inner Mongolia)–Yangtze River Delta, Xinjiang–Chengdu-Chongqing Twin-City Economic Circle, and the Yellow River Jizi Bend–Central Plains — have been approved in principle, and hydrogen energy comprehensive application pilot work will be carried out for a pilot period of 4 years.

The Ministry of Industry and Information Technology, the Ministry of Finance, and the National Development and Reform Commission (hereinafter collectively referred to as the three departments) will track, guide, and assess the pilot work. The assessment results will serve as the basis for the central government's allocation of reward funds to the pilot city clusters.

Your unit shall, in accordance with the submitted hydrogen energy comprehensive application pilot work plan, strengthen overall coordination, accelerate organization and implementation, actively introduce supporting policies, strictly implement local reward funds, and form actual workload as soon as possible.

Each city participating in the pilot work must strictly follow the requirements of the "Notice" and the responsibilities and tasks specified in the city cluster pilot work plan, fulfill its respective duties, collaborate efficiently, and jointly complete all pilot tasks. After the end of each pilot year, a self-assessment report shall be compiled in a timely manner and submitted to the three departments through the prescribed procedures.

It is necessary to promptly advance the implementation of the four lists — hydrogen energy technology and equipment research, hydrogen energy projects in the industrial sector, fuel cell vehicle promotion, and hydrogen refueling station construction — to form replicable and promotable experience for the development of the hydrogen energy industry.

It is necessary to establish a complete industrial chain and supply chain, smooth the domestic grand circulation, and prevent and overcome local protectionism; rationally plan and construct key projects, highlight the characteristics and coordination of city clusters, and prevent "small but comprehensive" approaches, rushing headlong into action, and low-level repetitive construction; establish and improve safety management systems, clarify specific responsible departments, and ensure strict implementation; and carry out performance management, promptly assessing the economic, social, and ecological benefits of the pilot work.

It is necessary to ensure that central government reward funds are allocated in a timely manner as required, give play to the effectiveness of the reward funds, effectively reduce the cost of hydrogen use, and effectively transmit this to the terminal product consumption link. For city clusters where progress falls short of expectations or where local reward funds are not allocated in a timely manner, the three departments will, in accordance with the requirements of the "Notice," take measures such as deducting or suspending central government reward funds as appropriate.

The reward funds shall be coordinated by local authorities for supporting hydrogen energy comprehensive application, and shall not be used for other purposes such as balancing budgets, repaying government debts, or clearing overdue payments owed to enterprises.

If there are relevant issues or suggestions during the pilot work, please report them to the three departments in a timely manner.

Special notice hereby given.
