The Cangzhou Market Supervision and Management Comprehensive Law Enforcement Bureau has recently issued the "Enforcement Guidelines for Illegal Activities Involving Counterfeit and Inferior Meat Products" and the "Enforcement Guidelines for Illegal Activities in Online Catering Food Safety." These documents systematically outline key enforcement points in the meat products and online catering sectors, aiming to promote standardization, normalization, and institutionalization in food law enforcement to fully safeguard public dietary safety.
The "Enforcement Guidelines for Illegal Activities Involving Counterfeit and Inferior Meat Products" are based on laws and regulations such as the "Food Safety Law of the People's Republic of China." They categorize ten typical illegal activities in the meat products sector, covering issues such as excessive veterinary drug residues, the use of expired raw materials, adulteration, and the sale of uninspected or unquarantined products. These guidelines span the entire chain of meat product production, operation, and catering, enabling comprehensive and precise supervision throughout the entire process.
In response to the rapidly growing online catering industry, the "Enforcement Guidelines for Illegal Activities in Online Catering Food Safety" focus on two key entities: online catering service providers and online catering platforms. The guidelines address common issues such as qualification violations, non-compliant food processing, and irregular packaging and delivery. They also clarify enforcement pathways that combine online evidence collection with offline verification, promoting unified standards and controllable safety measures for both online and offline catering operations.
Both guidelines detail standardized procedures for the entire law enforcement process, providing systematic explanations for pre-case preparations, investigation and evidence collection, sampling and inspection, case classification, and penalty basis. "Moving forward, we will make full use of these guidelines, conduct regular training for regulatory and law enforcement personnel, and carry out industry-wide legal awareness campaigns. This will help continuously enhance our comprehensive food safety governance capabilities and ensure the safety of the public's dining experience," stated a relevant official from the Municipal Market Supervision Comprehensive Law Enforcement Bureau.
