Through initiatives like bringing policies to improve services, bringing personnel to enhance capabilities, bringing projects to foster new formats, and bringing industries to spur revitalization, the county continuously employs a combination of measures to transfuse, cultivate, and invigorate, providing strong momentum for the development of the village collective economy.
The county insists on "policy-driven" efficiency and effectiveness. Based on the principles of high-level planning, efficient coordination, and high-standard advancement, it has constructed a working system involving "county-level promotion, township-level planning, village-level implementation, and leadership by capable individuals." Guiding documents such as the "Implementation Plan for Developing and Strengthening New Rural Collective Economies in Huining County for 2025" have been researched and issued, safeguarding the healthy and orderly development of the collective economy from an institutional perspective.

For instance, Tumengxian Township actively revitalized idle collective assets such as school buildings, weighing scales, assistance workshops, and warehouses. By renting them out, taking equity stakes, or engaging in cooperative development, it increased revenue, effectively awakening dormant resources and turning "idle assets" into "active money," injecting sustained momentum into the village collective economy.
Characteristic industries are strengthened, extending industrial chains to broaden the path to prosperity. Closely aligned with the county's leading industries and the development direction of characteristic agriculture, villages are guided to establish or participate in farmers' professional cooperatives and family farms. They vigorously develop businesses like specialized planting and breeding, and primary processing of agricultural products, extending the industrial chain and increasing product added value. For example, Pingtouchuan Township innovated with market-oriented development ideas, promoted the quality and efficiency enhancement of supply and marketing cooperatives, and carried out centralized procurement and direct supply of agricultural materials along with serialized agricultural services. This formed pilot experiences that are replicable and promotable, providing a model for industrial-driven development of the village collective economy.
The service economy is expanded to enhance quality and benefits. Village collectives are supported in establishing service entities that focus on the production and living needs of farmers and market entities. They provide diversified services such as labor export, property management, arrangements for weddings and funerals, and recycling of waste resources, creating value and increasing collective economic income through extending service chains. Emphasis is placed on guiding villages to break down regional barriers, promote resource integration and collaborative development, achieving a win-win situation of scale effects and synergistic development, thereby opening new revenue channels for the village collective economy.
Huining County consistently views developing and strengthening the village-level collective economy as a key lever for enhancing the cohesion of grassroots organizations and improving their capacity to serve the people. It focuses precisely on three aspects—funding, projects, and talent—to provide comprehensive empowerment, injecting strong momentum into the high-quality development of the village collective economy and effectively promoting collective income growth and farmer prosperity.
Funds are precisely allocated to solidify the development foundation. Various fiscal funds, including agriculture-related funds and rural revitalization衔接资金 (transition funds), are integrated to establish a mechanism for coordinated fund usage. Focus is placed on providing key support to village collective economy projects with good prospects and strong driving capabilities, ensuring funds are used where most effective and providing solid financial guarantees for project implementation and success.
Projects are preferentially倾斜 (inclined) to broaden revenue channels. Adhering to the principle of projects following the village collective, livelihood projects such as agricultural infrastructure construction and rural living environment improvement are prioritized for implementation by village collectives with high enthusiasm and strong execution capabilities, allowing them to grow their economy by earning service income. Since the beginning of this year, the county has successfully implemented seven projects supported by central government funds for new rural collective economies, using project construction to leverage quality and efficiency improvements in the collective economy.
Talent is targeted for empowerment to enhance operational standards. The selection and dispatch of capable first secretaries and work teams stationed in villages continues. The "Wild Goose Return Plan" is深入实施 (deeply implemented) to attract local talent back to their hometowns to start businesses. Focusing on key areas like collective economy operation and characteristic industry cultivation, thematic training and on-site observation activities are regularly held. Cumulatively, four thematic training sessions and three on-site observation and study tours have been organized, effectively broadening the development视野 (vision) of grassroots cadres and comprehensively enhancing their management and operational capabilities.
