A historic first for Hong Kong has emerged recently. The region published its inaugural five-year development plan, covering 2026 to 2030, aligning perfectly with mainland China's 15th Five-Year Plan period. This move signals Hong Kong's deeper integration into the national development framework.
Remarkably, this vital Hong Kong document references Shenzhen-related elements—such as Shenzhen itself, Hong Kong-Shenzhen collaboration, the Hetao area, and Qianhai—a total of 110 times, far exceeding mentions of Shenzhen in plans from other neighboring cities. In a reciprocal show of commitment, Shenzhen's own 15th Five-Year Plan mentions Hong Kong-related elements roughly 130 times, underscoring the high priority both sides place on their partnership. A new era of jointly building a mega metropolitan hub is clearly underway.
Notably, the most frequently cited Shenzhen-related term in Hong Kong's plan is Hetao (the Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone), appearing 30 times, surpassing all other collaboration areas. The reasoning behind this is a major shift in Hong Kong's urban strategy. Future development will focus on the Northern Metropolis near Shenzhen, establishing a dual-center model of "southern finance, northern innovation," while leveraging Hetao to elevate its standing in the global tech landscape.
This indicates that the next surge in Hong Kong-Shenzhen collaboration will center on Hetao, with Shenzhen's Futian District poised as the biggest beneficiary. Under Hong Kong's blueprint, the Hetao Hong Kong park will emphasize R&D and pilot testing, with the San Tin Tech City handling industrialization. Together with the Shenzhen side of Hetao, they form a complete innovation corridor from "0 to 1" and "1 to 100." Hetao stands to become a vital gateway for Shenzhen's innovations to reach the global stage, as well as an entry point for international talent and cutting-edge technology, unlocking immense opportunities for Futian.
The combined land area of Shenzhen and Hong Kong is only about half that of Shanghai or Guangzhou, and one-fifth of Beijing's, yet they host nearly 27 million people and roughly 33 trillion yuan in funds, placing them among the nation's highest density regions. The "Shenzhen-Hong Kong-Guangzhou" innovation cluster has also ranked first globally for two consecutive years. With such concentrated resources and the continuous growth of tech industries on both sides, Futian is expanding its potential. Amid Shenzhen's westward development trend, questions have been raised about Futian's prospects. However, official planning designates Futian as Shenzhen's highest-status district—the premier zone. This signals an expansion of Futian CBD, where the original central area, the new financial center, and the Hetao cooperation zone are converging to form a new "golden triangle" super CBD.
This super CBD can fulfill three essential needs for tech enterprises: the New Financial Center clusters venture capital to provide funding, the original Futian CBD houses the Shenzhen Stock Exchange and a vast array of financial, legal, and professional service firms to support listings, and Hetao connects Hong Kong universities, global talent, and capital markets to foster innovation and international collaboration. Across first-tier cities nationwide, Futian boasts a unique advantage: administrative, financial, and tech functions are highly concentrated within a core area of roughly 20-30 square kilometers, whereas Beijing, Shanghai, and Guangzhou have these dispersed. Here, one finds Shenzhen's municipal administrative center and international exchange resources, the Shenzhen Stock Exchange, nearly 60% of the city's licensed financial institutions, and the Hetao tech innovation platform linking both cities. Over the past decade and a half, Shenzhen has expanded westward. Now, new dynamics are emerging.
