Yunnan province has introduced a series of comprehensive measures to support entrepreneurship in the field of artificial intelligence, specifically targeting the one-person company (OPC) model.
Recently, the Department of Human Resources and Social Security of Yunnan Province issued the "Several Measures to Support and Serve AI OPC Entrepreneurship." This policy package introduces systematic support across nine key areas, including the entrepreneurial ecosystem, financing channels, talent evaluation, and skills training. This marks the province's first targeted support policy for individualized AI entrepreneurship, represented by the OPC model.
Building a "Three-in-One" Entrepreneurial Ecosystem
The measures aim to lower the barriers to entry for AI startups. They encourage localities to revitalize unused buildings, university training facilities, and industrial supporting spaces. By integrating resources across the entire chain—such as computing power, green electricity, data, and market channels—the goal is to create an AI OPC entrepreneurial ecosystem community featuring "low-cost space + inclusive computing power + full-chain ecological services." This community will offer integrated incubation services like policy consultation, business registration, intellectual property protection, financing connections, and computing power supply. Communities demonstrating effective operations will receive recognition subsidies. Existing entrepreneurial platforms, such as parks, streets, communities, towns, and villages, are encouraged to establish dedicated OPC zones. These zones will provide ready-to-use, free workstations and shared spaces, accompanied by expert guidance, compliance filing, and financial/legal support services, while also building resource connection platforms. In suitable areas, OPC entrepreneurs will have access to rent-free or low-rent talent apartments and youth hostels.
Expanding Financing Avenues with Substantial Loans
The policy introduces multi-level financial support. Eligible OPC entrepreneurs can apply for the "Yunling Entrepreneurship Loan." Corporate entities can access up to 5 million yuan in unsecured credit loans or 30 million yuan in secured mortgage loans. Individuals can apply for up to 500,000 yuan in unsecured credit loans or 10 million yuan in secured mortgage loans. Eligible loans will be covered by government financing guarantees with preferential rates. Financial institutions are encouraged to develop exclusive products like "Computing Power Loans." Eligible OPC entrepreneurs can receive a one-time startup subsidy of 5,000 yuan. Those who hire individuals facing employment difficulties or university graduates can enjoy social insurance and job retention subsidy refunds. For employing interns, a subsidy of 1,500 to 2,000 yuan per person per month will be provided. E-commerce startup projects can receive up to 30,000 yuan in subsidies.
Innovating Talent Evaluation and Training to Grow the "Super-Individual" Ranks
The measures propose establishing a company-led talent evaluation mechanism, breaking traditional limitations on academic qualifications, age, and seniority. An AI specialty will be established within relevant professional title series for evaluation. An integrated cultivation model combining "skills + AI OPC entrepreneurship" will be innovated. Occupations like data annotators will be included in the training subsidy scope. Eligible individuals can receive up to 1,700 yuan in entrepreneurship training subsidies and 7,280 yuan in skills training subsidies. Qualified OPC founders and core technical personnel will be included in provincial-level talent programs like the "Xingdian Talent Support Plan." Support will be given for enterprises and institutions to set up postdoctoral research stations to enhance the cultivation and gathering of young talent in interdisciplinary fields.
Providing Full-Cycle Support to Cultivate Benchmark Projects
The measures specify deepening the integrated handling of "one thing for individual entrepreneurship," aiming to achieve one-form application and online joint processing for business registration. Leveraging public employment service platforms, they will explore "AI + entrepreneurship" scenarios to promote intelligent service supervision. An OPC entrepreneurship guidance expert database will be established to provide full-cycle support: pre-startup training, during-startup accompaniment, and post-startup tracking. Successful entrepreneurs will be highlighted as role models, while those who fail will receive employment assistance while retaining eligibility for renewed support. Entrepreneurial competitions at all levels will set up dedicated OPC tracks to discover outstanding projects for priority admission into incubation platforms. Regular activities like exchange salons and supply-demand matchmaking are encouraged to facilitate collaboration between universities, research institutes, and investment agencies to accelerate the commercialization of results and cultivate a group of OPC benchmark projects.
Through this combination of policies, the measures precisely align computing resources, financial support, and talent cultivation with the development needs of "one-person companies." This constructs a full-chain support system for individualized AI entrepreneurs in Yunnan, from registration and establishment to growth and expansion, fostering a new innovation and entrepreneurship ecosystem where AI "super-individuals" rapidly gather.
