Huishan District's Qianzhou Street Attracts "Chip Ecosystem" Through Industrial Transformation

Recently, at the Intelligent Manufacturing Park in Qianzhou Street, Wuxi's Huishan District, construction is accelerating on Jiangfeng Tongxin's project to produce 7.2 million units annually of copper-clad ceramic substrates for advanced semiconductor chip packaging. A custom-built wastewater treatment pool for the enterprise has begun concrete pouring, and construction of a supporting warehouse collection pool is underway. As a new quality productive forces project invested in by a leading domestic chip industry enterprise, it is rapidly taking shape in Building No. 1 of the Intelligent Manufacturing Park, a factory building that had been dormant for several years. The transformation of this state-owned asset from an idle facility into a "chip manufacturing base" for advanced third-generation semiconductor projects reflects a systematic approach to revitalizing unused assets and driving industrial leapfrogging.

The Intelligent Manufacturing Park's Building No. 1 became idle after the original tenant project withdrew. Such idle facilities, resulting from industrial iteration, are key battlegrounds for Wuxi's efforts to improve the efficiency of existing land use and overcome spatial constraints. To fundamentally revitalize this idle asset, Qianzhou Street engaged in multi-party communication, sought support, and extensively searched for suitable projects.

"Revitalizing idle assets is not simply about secondary leasing; it must also serve the industrial layout of the region and even the entire city," said a responsible person from the Qianzhou Street investment promotion department. Integrated circuits, as a key focus in Wuxi's "465" modern industrial cluster construction and Huishan District's "Three New, Four Strong, Five Future" industrial cluster plan, were one of the primary fields for their search for project承接方.

In August 2024, upon learning that leading semiconductor company Ningbo Jiangfeng Electronic Materials Co., Ltd. was planning to build a production base for copper-clad ceramic substrates, and that its important customer Infineon already had a deep presence in Wuxi, municipal, district, and street authorities collaborated actively. After several rounds of negotiations, the project officially signed and settled in Qianzhou by the end of 2024, with a total investment of 500 million yuan.

Signing the contract was just the first step for the project's landing. Building a suitable "nest" is crucial for retaining the "new phoenix." "Retaining an enterprise depends on genuine dedication. Semiconductor projects have special requirements for facility space; it's not simply about rearranging space but about reconstructing the facility's functions," said a relevant project负责人. Transforming the original light industrial factory building into a semiconductor electronics facility required complex reconstruction in areas such as cleanliness, wastewater treatment, safety distances, and electrical conduit installation.

The products manufactured by the Jiangfeng Tongxin project are key materials for advanced third-generation semiconductor packaging technology, featuring high technical barriers and previously reliant on long-term imports. "Currently, work on the wastewater treatment pool, including wall panels, roof rebar templates, and embedded parts, is complete. Structural rebar work for the supporting warehouse is 60% finished, and indoor sections are largely completed. Equipment can be moved in after the Spring Festival this year," said the Jiangfeng Tongxin负责人. Trial production tests are expected in May this year. Upon reaching full capacity, the project is anticipated to achieve import substitution, with estimated annual revenue of 500 million yuan.
