Beijing's Haidian District: Services Sector Maintains Over 90% GDP Share for a Decade

At a recent working conference on producer services development in Haidian District, Beijing, it was revealed that the district's gross domestic product (GDP) reached 1.37 trillion yuan in 2025. The services sector has consistently accounted for over 90% of GDP for ten consecutive years, with producer services representing more than 80% of the total services industry.

Haidian District has implemented over 200 sci-tech innovation projects at the front end of the industrial chain. In the midstream, it leverages artificial intelligence to empower the integration of digital and real economies, creating a regional industrial software cluster. At the back end, the district has established a 30 billion yuan district-level fund matrix, while improving supporting services such as legal and human resources.

During the conference, Ma Guangyao, Executive Vice Governor of Haidian District, outlined three policy proposals for public consultation. The first focuses on sci-tech finance, with plans to annually reserve 100 hard-tech companies for public listing. The second offers up to 100 million yuan in support for intelligent manufacturing projects. The third sets a five-year revenue target for the sci-tech services industry, aiming to establish a global demonstration zone for technology services.

Additionally, the phased construction plan for the "Zhigu Pilot Testing Port" in Xisanqi was released, with four pilot testing platforms signing agreements for centralized implementation. The Haidian District Sci-Tech Services Innovation Alliance was also officially launched, establishing a full-chain service network with the first batch of 80 member institutions.

Zhang Ge, Secretary of the Haidian District Party Committee, stated that the district will position artificial intelligence as its core engine. Industrial upgrades will be pursued across three dimensions: digital-intelligent empowerment, full-chain integration, and open collaboration. The district will also enhance its full-chain services for tech finance and intellectual property, while leveraging the Zhongguancun Forum to boost the global influence of "Haidian Services."
