The Second Fourth Member Congress of the Beijing Chaoyang District Human Resources Service Promotion Association was recently held. The conference centered on the dual drivers of technology and policy shaping the industry, addressing members' core needs for digital transformation and international expansion. Through concrete enabling measures, it injected strong momentum into the high-quality development of the human resources service sector in Chaoyang District. In 2025, the association closely followed the industry's trend of dual-driven development by technology and policy. It focused on key areas such as digital transformation, secure and compliant development, and the overseas expansion of human resources agencies, playing a significant role in enhancing the specialization and intelligence of human resources services in Chaoyang and promoting high-quality growth for regional agencies.
Observations indicate that, based on the association's priority tasks, two sectors have shown remarkable results: the deep integration of AI technology and the construction of an ecosystem for overseas services. These have become core engines for industry upgrading. During the congress, an expert was specially invited to deliver a keynote speech titled "The Endless Frontier—Industrial Transformation in the Age of AI Awakening." The expert explored the disruptive changes AI awakening brings to traditional industrial models, creative logic, and business models. This analysis covered the iterative development of AI technology, the expansion of industrial application scenarios, and the restructuring of industry ecosystems, using the current state of film/television media and developments in AI+short dramas and AI+comics as examples. The presentation not only analyzed the new momentum and opportunities AI technology injects into industry growth but also objectively addressed challenges such as potential employment structure adjustments behind technological shifts, guiding members to examine integration paths between their own industries and AI from a cross-disciplinary perspective.
To expand international exchange and cooperation, cultivate new advantages in global competition and collaboration, and support the high-quality development of a national-level base for specialized human resources service exports, the Chaoyang District Human Resources Service Export Base Alliance actively provided recommendations. In 2025, it held two meetings to gather policy demands related to the industry's global expansion and facilitate connections with financial service products for overseas ventures. Looking ahead, the association will leverage the functions of the export alliance. It plans to integrate resources such as cross-border talent services, international qualification certifications, and foreign-related legal and financial/tax support. The association will also compile an operational guide for the export services of human resources agencies, providing reference directions for member companies expanding abroad and enhancing the international influence of the "Chaoyang Human Resources" brand.
