Activate new rural formats like "village galas," "village sports," "village cafes," and "village gifts," transforming villages into scenic spots, rural houses into guesthouses, farmland into playgrounds, and agricultural products into gifts, thereby creating new experiential consumption scenarios for rural cultural tourism to better meet tourists' diversified, personalized, and intelligent new consumption demands.

Strengthen policies and play the "service card" well. Optimize the rural business environment and innovate the optimal combination of production factors like human resources, capital, and land to achieve a leap in the production function. First, build a service system for "attracting, cultivating, retaining, and utilizing" young entrepreneurial talent in rural areas. Third, innovate benefit-linking mechanisms. Deepen reforms in rural property rights transfer and transaction, effectively manage the reallocation and reuse of rural land, and guide farmers to turn "dormant resources" into "active capital" through methods like "joint housing operations" and "land shareholding." Encourage farmers and rural business entities to establish industrial communities.
