On April 21, the Fifth China International Software Development Conference, hosted by the China Software Industry Association, was held in Beijing. During the event, the "Waterguard AI – Large AI Model for the Insurance Industry," independently developed by Beijing Waterguard Intelligent Technology Co., Ltd., was selected as an exemplary case in the software and information technology services sector under the 14th Five-Year Plan. According to reports, Waterguard AI is the industry’s first large vertical model focused on the entire insurance chain. Addressing long-standing challenges such as complex policy interpretation, low efficiency in underwriting and claims processing, and difficulties in identifying fraud risks, Waterguard Intelligent Technology developed an AI solution covering the entire process from product design and intelligent marketing to underwriting risk control, claims review, and customer service. This was achieved using trillions of insurance-specific data points and a self-developed dual-constraint architecture for risk control and compliance.
In intelligent service scenarios, the AI customer service assistant "Baoxiao Hui" enables "handling through dialogue," with monthly interactions exceeding one million and an average voice response time of 1.5 seconds. In intelligent underwriting scenarios, the AI underwriting expert "KEYI" has increased the efficiency of complex health insurance underwriting by 260 times, achieving an accuracy rate of 99.8% and improving response speed by 260 times. It also intelligently recommends alternative products for customers whose applications are declined. In product innovation scenarios, AI and big data offer diverse possibilities for customizing insurance products, contributing to the creation of a more inclusive "universe of insurance products for individuals with pre-existing conditions." In 2025, the Waterdrop Insurance platform launched a total of 242 customized insurance products, including 57 without health declarations and 221 tailored for elderly customers.
Additionally, in office collaboration scenarios, Waterguard Intelligent Technology developed its own AI assistant, ClawSquare. Based on a distributed architecture, it enables AI agents with different functions to communicate autonomously and collaborate on tasks, supporting 24/7 uninterrupted operation. Currently, this capability is expanding from internal office collaboration to core business scenarios in insurance and healthcare.
