Zhejiang's New Round of Mechanism Electricity Price Bidding Arrives: 13.325 Billion kWh, 90% for Individual Projects

Deep News10-28

On October 28, State Grid New Energy Cloud released the "Second Bidding Organization Announcement for the 2026 Zhejiang Province New Energy Mechanism Electricity Price," clarifying the scope of participation, electricity volume scale, and application arrangements for this round of bidding.

The formal bidding will take place from January 15 to 18, 2027, with results expected to be published before January 31, 2027.

The mechanism electricity volume for this round totals 13.325 billion kWh, of which solar accounts for 13.070 billion kWh and wind power accounts for 255 million kWh. Based on this calculation, solar represents approximately 98.1% and is the primary project type in this bidding round.

The upper limit for declared prices across all project types is 0.393 yuan/kWh, with a lower limit of 0.242 yuan/kWh. The mechanism electricity price will be implemented over a 12-year period, with a bidding adequacy ratio of 110%.

Regarding eligible participants, the announcement covers centralized projects under unified dispatch, centralized projects not under unified dispatch, and distributed new energy projects that have achieved or are scheduled to achieve full-capacity grid connection by December 31, 2027 (inclusive), provided the projects have not previously been included in the mechanism electricity price implementation scope. Projects that previously participated in bidding but were not selected are also within the scope defined by this announcement.

Distributed projects of the same project type may participate in bidding either independently or through aggregation. Projects that do not require a power business license are deemed to have achieved full-capacity grid connection upon first grid connection.

New energy projects in areas supplied by local power grids and incremental distribution grids, as well as green electricity direct-connection new energy projects, are not included in this mechanism electricity price bidding round.

Distributed wind power is managed by classification based on connection voltage level: projects connected at 110 kV are treated as centralized projects under unified dispatch, while projects connected at 35 kV and below are treated as distributed projects.

From a project preparation perspective, the coverage of commissioning timelines through the end of 2027 provides a time window for eligible projects under construction and those planned for commissioning to participate in this bidding round. Companies need to consider bidding applications in conjunction with construction progress and prepare qualification materials and performance bonds in advance.

In principle, solar and wind power in this round are cleared separately as two categories. If valid applications for a given type are fewer than 2, the two types will be merged into one category for unified clearing. When aggregators exist, each aggregator counts as one entity.

The upper limit for an individual project's declared electricity volume is calculated based on installed capacity, the benchmark annual power generation utilization hours, and a 90% ratio. The formula for the upper limit of an individual project's declared electricity volume (MWh) = installed capacity (MW) × benchmark annual power generation utilization hours (hours) × 90%.
