Intel stands at a critical inflection point. As the structure of AI workloads shifts from training to inference and then to agents, the strategic importance of CPUs in data centers is quietly rising, leading the market to reprice the investment thesis for this legacy chip giant.
Intel (INTC) is scheduled to release its second-quarter earnings after the U.S. market closes on July 23rd.
This is not an ordinary quarterly report. With the stock having surged over 160% year-to-date and still trading at a high forward P/E ratio of approximately 87, Wall Street demands that management simultaneously deliver revenue growth, margin improvement, and sustainable forward guidance. They also require concrete evidence that the demand for data center CPUs and the transformation of the foundry business have entered a quantifiable execution phase. Most analysts are betting on results exceeding the company's prior guidance, with HSBC doubling its price target to $200, the highest among Wall Street analysts.
However, these high expectations themselves constitute a risk. After Intel posted better-than-expected guidance last quarter, the stock initially jumped 19% in after-hours trading and then surged sharply, fueled by AI chip enthusiasm and expectations for domestic manufacturing policies. Yet, as of July 17th, the share price had retreated significantly from its June high to around $95, while the Philadelphia Semiconductor Index had fallen over 20% from its peak, entering a technical bear market. Whether the earnings report becomes a catalyst for a new upward move or a "sell-the-news" event will largely depend on Intel's ability to prove it can convert AI demand into deliverable capacity and sustainable profits.
Fundamental Improvement, But a High Bar is Set
Intel's first-quarter revenue was $13.6 billion, a 7% year-over-year increase, marking the sixth consecutive quarter of exceeding its own expectations and providing a fundamental starting point for this report.
Non-GAAP EPS was $0.29, a significant improvement from $0.13 a year ago. Adjusted net income grew 156% to $1.5 billion. Operating margin improved from 5.4% to 12.3%. Adjusted R&D and administrative expenses fell 9% year-over-year, showing progress in restructuring and cost control.
For Q2, Intel's official guidance is for revenue between $13.8 billion and $14.8 billion, with a midpoint of $14.3 billion. Non-GAAP gross margin is projected around 39%, with non-GAAP EPS of $0.20. This guidance itself sends a positive signal of strong server demand and improved product supply.
But the real threshold is significantly higher.
The market is reportedly not satisfied with Intel merely "meeting" guidance. It requires management to simultaneously demonstrate revenue growth, margin improvement, and sustainable future earnings guidance. If data center business revenue is strong but gross margins remain around 39%, the market may conclude that incremental revenue is being offset by manufacturing costs or supply bottlenecks. Only if the average selling price of the Xeon product portfolio and total revenue growth jointly drive margin expansion will the CPU demand renaissance truly be reflected in the profit statement.
It is noteworthy that Intel still reported a GAAP net loss—a Q1 GAAP net loss of $3.7 billion, or $0.73 per share, primarily due to large restructuring-related charges. This means the current forward P/E of about 87 is essentially a speculative bet on an accelerating profit improvement slope, not an investment with a safety margin based on current free cash flow or static valuation.
The CPU Renaissance: Agentic AI Reshapes Compute Demand Structure
Over the past two years, the AI narrative has been dominated by GPUs, with CPUs once relegated to a supporting role in the AI arms race. However, as AI workloads shift from model training to inference and then to Agentic AI, the market is re-evaluating the irreplaceable role of CPUs in system architecture.
Agentic AI requires continuous execution of tool calls, code runs, retrieval, database access, task scheduling, memory management, and multi-process orchestration, elevating the CPU's bottleneck position in end-to-end throughput. According to Tom's Hardware data cited by Investing.com, the CPU-to-GPU configuration ratio in AI servers is shifting from 1:8 towards 1:4, potentially converging to 1:1 in agentic scenarios. This means the same GPU clusters require more server CPUs, directly boosting demand for Xeon, delivery cycles, and pricing power.
Intel CEO Lip-Bu Tan stated at the J.P. Morgan 54th Annual Global Technology, Media and Communications Conference that Intel 18A is supporting Panther Lake production, with yields improving about 7% per month, exceeding internal expectations. He noted that as the focus of AI compute infrastructure shifts from training to inference, the CPU-to-GPU ratio is accelerating towards 1:1, and could even reach 4:1.
Q1 Data Center and AI revenue was $5.1 billion, up 22% year-over-year, significantly faster than the 1% growth in the Client Computing Group, confirming this structural shift. Nvidia's choice of Intel Xeon 6 as the host processor for its DGX Rubin NVL8 system, and Google's announcement of expanded use of Intel processors for cloud workloads and collaboration on custom infrastructure processing chips, both validate Intel's presence in the AI data center.
TSMC's Q2 results also provide cross-verification at the industry level. Its Q2 revenue reached $40.2 billion, at the high end of guidance, with gross margin at 67.7%. Management expects Q3 revenue to rise further to $44.6-45.8 billion. They emphasized that AI demand has multi-year sustainability and noted that AI agents are driving a recovery in demand for compute like data center CPUs, indicating that AI infrastructure is evolving from simply stacking GPUs to a systems engineering project expanding GPU, CPU, and advanced packaging together.
Furthermore, Intel recently raised server CPU prices, with the new suggested customer price for the data center-grade Xeon 6980P rising to $13,955, a $1,495 increase from the $12,460 in 2025, validating a market view of "demand stronger than supply" rather than mere cost pass-through.
Foundry Transformation: Order Narrative Still Needs Yield and Cash Flow Validation
The chip foundry business is both the determinant of Intel's valuation ceiling and its current biggest source of risk.
Q1 Intel Foundry revenue was approximately $5.4 billion, up 16% year-over-year, but about $5.25 billion of that was eliminated in internal consolidation, indicating the vast majority still comes from manufacturing services for Intel's own products, with an extremely low proportion from external customers. The segment reported an operating loss of about $2.44 billion for the quarter, widening from about $2.32 billion a year ago.
Intel 18A is the technological linchpin of this transformation. In June, Intel announced that 18A-P had entered risk production, stating it offers 9% better performance at the same power or 18% lower power at the same performance compared to 18A, which should boost external customer design interest. However, risk production is not equivalent to volume production, nor does it indicate that economic yields have been achieved. According to Investing.com reports, market chatter about "resolved inter-wafer yield variation" still primarily comes from supply chain research, not formal Intel disclosure. Therefore, commentary during the earnings Q&A on yields, capacity ramp, customer tape-outs, and volume production timelines may be more decisive for the stock direction than the quarterly EPS itself.
On July 13th, Intel announced a €5 billion (approximately $5.7 billion) expansion investment in its Leixlip, Ireland manufacturing campus to update facilities, increase manufacturing capacity, and enhance production efficiency for Xeon 6 and future Xeon series CPUs. This will use the Intel 3 process and utilize existing cleanroom space without building a new fab. This investment is strategically significant amid rising server chip demand, but it also means the foundry business remains loss-making while capital expenditure pressure persists.
Potential foundry relationships with companies like Apple, Tesla, SpaceX, xAI, and Nvidia should be viewed as long-term optionality value, not as certain revenue to be capitalized in advance. Customer testing of 18A or evaluating packaging services is fundamentally different from formal entry into volume production, which may take years. The most reasonable investment framework is to treat these relationships as upside call options on the foundry business, while basing near-term valuation on verifiable data center CPU revenue, external foundry orders, and chip capacity and yield data.
Technical Perspective: The $94 Double-Bottom Support is Key
From a technical standpoint, Intel's share price is testing a crucial double-bottom support area in the $94 to $96 range on the daily chart. Recent closing prices have fallen below the 50-day simple moving average ($109.68) and breached the prior resistance-turned-support level of $107.21.
The Relative Strength Index (RSI) is currently around 37, indicating strong downward momentum and nearing oversold territory, but without clear reversal signals yet. Analysis suggests that if the $94 support level holds, the stock could rebound towards $107.20 and then challenge $116.50. If the closing price breaks below $94, the double-bottom pattern would be invalidated, with subsequent support levels in the $84.50 and $75.40 regions.
