It was learned on January 14 from a press conference held during the 2026 "Two Sessions" of Beijing's Chaoyang District that since its establishment, the Chaoyang District Data Bureau has facilitated the clustering of 5,700 data-related enterprises in the district through the creation of a coordinated mechanism for data industry development. Among these, 2,051 are large-scale enterprises, and the data industry employs 306,000 people, placing Chaoyang in a leading position within Beijing. During the "16th Five-Year Plan" period, Chaoyang District will seize the opportunity of creating the nation's first Data Business District to implement the national data industry cluster development plan. Concurrently, it will explore the application of artificial intelligence in government affairs, industrial development, and daily life scenarios, accelerating the formation of a new vision encapsulated by "Data Converging in Chaoyang, Intelligence Painting a Better Future." The press conference for the 2026 Beijing Chaoyang District "Two Sessions" was held on January 14.

Promoting Deep Integration of Data Factors with Traditional Industries The Chaoyang District Data Bureau was officially inaugurated in April 2024, marking it as the first independently established data bureau in Beijing. Since its inception, Chaoyang has achieved notable successes in the field of data circulation and trading, demonstrating robust market vitality. A key initiative is the creation of the country's first Data Business District, which aims to deeply integrate data factors with traditional industries and establish a benchmark for the convergence of the digital economy and the real economy. Furthermore, the district has established a coordinated mechanism for data industry development. In the first three quarters of 2025, 2,493 large-scale enterprises in the district's core digital economy industries generated revenue of 435.78 billion yuan, a year-on-year increase of 10.1%. High-value-added sectors, particularly those driven by data elements and digital technology applications, experienced rapid growth, becoming the primary engine for digital economic expansion. Data element-related enterprises within the district are highly active, having formed a preliminary, relatively complete industrial chain spanning data collection, storage, computation, governance, and application services. The district provides comprehensive support for the establishment of the Beijing Data Group and actively engages in cooperation, continuously supporting the Beijing International Big Data Exchange in advancing data property rights registration and circulation trading. The exchange has cumulatively listed over 3,500 data products, with total data transaction volume exceeding 17 billion yuan.

A relevant official from the Chaoyang District Data Bureau stated that since the bureau's establishment, data infrastructure construction has been steadily advancing. The Beijing Digital Economy Computing Center has been completed and put into operation, deploying over 1000P of mixed computing power and positioning itself as the "Future AI Factory" to create an exascale intelligent computing hub. National-level projects such as the Trusted Data Space for Materials and the country's first Trusted Data Space for Automobiles have been established, and construction has begun on the "Beijing Audio-Visual Data Trusted Space." Deployment of 5G-Advanced networks has been completed in areas including the Olympic Center Zone, the Workers' Stadium, and along Metro Line 3, involving the construction or upgrading of more than 3,000 5G-A capable base stations. Gigabit optical network infrastructure is also being promoted; to date, the total length of optical cable lines in the region exceeds 110,000 kilometers, serving over 650,000 gigabit users. A three-tiered working mechanism of "Chief Data Officer - Data Specialist - Data Liaison" has been established across 136 units in the district, resulting in 52 typical smart application scenarios covering various fields. A special regional list detailing 9 scenario demands, including data transaction circulation and the governance of group rentals based on multi-dimensional data fusion, has been released. The "Data Converging in Chaoyang" case was awarded the World Smart City Award. The Chaoyang District Data Bureau has also undertaken multiple pilot tasks. Eleven enterprises have been approved under the expanded opening-up of value-added telecommunications services in Chaoyang, accounting for nearly half of the city's total and ranking first in Beijing. An AI-supported urban management platform has been built, capable of real-time identification of 10 major categories of frequent urban management issues, such as illegal street vendors and overflowing trash bins, driving city-wide "digital renewal" from point to area. Driven by the dual engines of "Technology + Business" and centered on the core pathway of "Five Transformations and Five Promotions," the district is systematically advancing a comprehensive digital transformation.

Promoting the Construction of an AI-Pervasive Digital City in Chaoyang The relevant official from the Chaoyang District Data Bureau stated that looking ahead to the "16th Five-Year Plan" period, Chaoyang District will leverage the creation of the nation's first Data Business District as an opportunity to implement the national data industry cluster development plan. The goal is to better construct a service ecosystem for digital assetization, deepen the role of data in empowering the transformation of traditional business, explore pilot programs for cross-border data flow to meet the data circulation needs of multinational corporations, and continuously optimize the regional business environment. Chaoyang District will support the enhancement of the Beijing International Big Data Exchange's capacity, aiming to build domestically leading data element circulation infrastructure that promotes the orderly circulation, trading, and full release of the value of national data elements. It will deepen the empowerment of industrial upgrading through data, creating a batch of benchmark digital transformation scenarios and solutions in key areas such as commerce, finance, culture, and consumption. The district will encourage key data technology service providers to build trusted data spaces—open, innovative environments defined by specific parameters, focusing on particular scenarios, serving specific entities, and opening specific data—to provide security assurances for open sharing in the digital economy. Chaoyang District will optimize its network infrastructure, promoting the high-capacity and high-quality development of 5G and 5G-A networks across the region, and methodically advancing the deployment of 10-gigabit broadband access capabilities. It will continuously enhance the service capacity of the Beijing Digital Economy Computing Center, providing inclusive computing services for the government, state-owned enterprises, and AI companies. Guided by the vision of building an AI-pervasive digital city, the district will fully leverage the effectiveness of mechanisms like the "Digital Service Steward" and "Chief Data Officer," explore AI empowerment in government affairs, industrial development, and life scenarios, and use data to empower regional economic and social development.
