A comprehensive testing project for integrated modular containerized photovoltaic green power PEM hydrogen production, storage, refueling, and hydrogen fuel cell combined heat and power in Shaanxi has successfully completed its full-process commissioning.
This initiative is designed to validate multiple core technologies, including direct photovoltaic hydrogen production, high-pressure hydrogen storage (35MPa), combined heat and power, hydrogen refueling station operation, and intelligent dispatch of integrated energy systems. Following the full-process commissioning, the high-pressure hydrogen storage and vehicle refueling systems have been confirmed to operate safely and reliably. The project offers the advantages of rapid deployment, replicability, and scalability, making it suitable for diverse scenarios such as industrial parks, remote areas, and emergency power supply, thereby filling a gap in demonstrating full-scenario hydrogen applications in Northwest China.
Upon successful commissioning, the project will establish a closed-loop operational model of "photovoltaic green power hydrogen production and storage during the day, and hydrogen fuel cell power generation for self-use at night." The project is equipped with a 2MW photovoltaic power generation system, a 50Nm³/h PEM hydrogen production system, and a 100kW hydrogen fuel cell combined heat and power system. The produced hydrogen achieves a purity of 99.999%, which can supply the hydrogen quality testing laboratory, hydrogen vehicle and component testing laboratories within the base, as well as other resident units. It also possesses the capability to provide external hydrogen refueling services.
The Shaanxi Provincial Market Supervision Administration serves as the lead organizing unit for the "Quality Strengthening the Chain" initiative in the province's hydrogen energy industry. In August 2024, the administration issued the "Work Measures for Strengthening the Quality Chain of Shaanxi's Hydrogen Energy Industry and Assisting the Development of New Quality Productive Forces in the Hydrogen Energy Industry," systematically deploying 25 tasks across 9 areas and establishing the Shaanxi Hydrogen Energy Quality Technology Innovation Base in Xianyang High-tech Zone.
To date, the base has attracted one national innovation center, four provincial-level technical institutions, and eight industrial companies. Their work focuses on quality testing, standard verification, and metrological traceability across all stages of hydrogen production, storage, transportation, refueling, and utilization. The base has already commissioned and put into operation a hydrogen quality testing laboratory, a high-pressure hydrogen cylinder testing laboratory, and a hydrogen-blended pipeline internal inspection laboratory. A hydrogen vehicle testing laboratory and a hydrogen component testing laboratory are also nearing completion and commissioning. Several of these projects fill gaps in hydrogen-related testing in the western region.
As of now, the base has advanced over 20 industry-university-research collaboration projects, initially forming a quality innovation ecosystem characterized by the synergy of "government, industry, academia, research, and application."
