Seven government departments, including the Ministry of Industry and Information Technology, have jointly issued an action plan to systematically advance collaborative innovation, ecosystem building, and openness between large and small enterprises within the platform economy.
The initiative, titled the Action Plan for Promoting the Coordinated Development of Large, Medium, and Small Enterprises in the Platform Economy (2026–2028), aims to fully unleash the creativity and competitiveness of the platform economy and vigorously promote the deep integration of the real economy and the digital economy.
The platform economy represents a new economic model based on internet platforms where enterprises of all sizes coexist. Currently, China's platform economy is at a critical juncture of transformation and upgrading, making it imperative to align with the new circumstances and requirements of the 15th Five-Year Plan period for socio-economic development and technological-industrial transformation to foster coordinated development among businesses of different scales.
The action plan sets a target for 2028 to significantly enhance the level of coordinated development within the platform economy. It aims to establish a number of replicable collaborative innovation models and cultivate a group of manufacturing "single champion" enterprises in the platform economy sector.
The plan also seeks to continuously improve the openness and sharing of key elements like technology and data. This includes releasing three batches of platform openness lists and selecting no fewer than 100 pilot projects for open platform resource scenarios.
Furthermore, the initiative aims to develop at least 10 service platforms and 60 implementable intelligent service application scenarios.
The action plan outlines key tasks and special initiatives across three main areas: strengthening the leadership of collaborative innovation, improving the ecosystem coordination system, and deepening open collaborative linkages.
These measures include guiding platform companies to enhance their innovation layout in artificial intelligence fields such as general-purpose large models, industry-specific large models, and intelligent agents.
Other tasks involve improving the gradient cultivation system for high-quality enterprises in the platform economy, deepening algorithm and traffic governance to promote algorithm transparency, rectifying actions that infringe upon the legitimate rights and interests of businesses operating on platforms, and enhancing the inclusive service capabilities of platform enterprises' word elements by optimizing intelligent agent services for the common needs of small and medium-sized enterprises.
Industry experts believe that all parties should use the implementation of this action plan as a foundation to focus on building an open, shared, multi-cooperative, and innovation-active development system for the platform economy.
This approach would allow large enterprises to gain ecosystem vitality through capability openness while enabling small and medium-sized enterprises to unleash their innovation potential through the flow of production factors, thereby propelling the development level of the platform economy to a new stage.
