The People's Bank of China has publicly disclosed administrative penalty notices on its official website, revealing that several financial institutions were fined for a range of compliance breaches.

Sunshine Life Insurance, SDIC Securities, and East Money Information Co., Ltd. were all sanctioned, with combined penalties exceeding 4.7 million yuan.

Specifically, Sunshine Life Insurance was found to have failed to conduct money laundering risk assessments or establish corresponding risk management systems in accordance with regulations. The company also failed to perform proper customer due diligence, neglected to report suspicious transactions, and provided services to clients with unidentified identities while engaging in transactions with them. As a result, the central bank issued a warning and imposed a fine of 3.144 million yuan on the insurer.

Additionally, Liang Mouquan, head of the Consumer Rights Protection Department at Sunshine Life Insurance's Zhuhai Central Sub-branch, was held accountable for the company's actions involving unidentified clients and was fined 7,600 yuan.

In a separate action, SDIC Securities was penalized for its own failures, including not carrying out customer due diligence as mandated, failing to report suspicious transactions, and not conducting money laundering risk assessments or establishing adequate risk management protocols. The central bank issued a warning and fined the securities firm 818,000 yuan.

Meanwhile, East Money Information Co., Ltd. was also subject to regulatory action for similar shortcomings. The company failed to perform required customer due diligence and neglected to report suspicious transactions, leading to a warning and a fine of 740,000 yuan.

The penalties come as part of the central bank's ongoing efforts to enforce compliance and strengthen financial oversight across the industry.
