Recently, China Mobile Liaoning Company publicized the winning candidates for its 2025 to 2026 communications engineering construction service (transmission pipeline) supplementary procurement project. A total of 14 companies were shortlisted across 9 bid sections, and one well-known company submitted the highest quote but won the largest share.
This supplementary procurement was jointly tendered by China Mobile Communications Group Liaoning Co., Ltd. and China Mobile Communications Group Co., Ltd. Liaoning Branch. The project was divided into 9 bid sections by service area, covering Anshan, Fushun, Benxi, Dandong, Jinzhou, Liaoyang, Tieling, Chaoyang and other cities as well as second trunk lines. The total tender scale was 173.5 million yuan excluding tax and 189.115 million yuan including tax (about 189 million yuan), with the maximum bid price set at a bid discount coefficient of 100%. The project opened bids on October 8 and completed bid evaluation on October 13.
The list of winning candidates publicized on October 14 shows that China Mobile Construction Co., Ltd. took first place in all 9 bid sections. Based on the procurement scale of each bid section, its winning amount was about 72.19 million yuan, accounting for about 41.61% of the total scale. In addition to China Mobile Construction, four other companies—Shenyang Telecommunications Engineering Bureau, Chongqing Xinke, China Communications Construction Second Bureau, and Chinabay Communication—also won contracts worth more than 10 million yuan.
In terms of quotations, this round of supplementary procurement was priced very low. Among the 9 bid sections, the average bid discount coefficient for the line specialty was 22.81%, for the pipeline specialty 23.73%, and for second trunk lines 27%. Most winning companies quoted prices just above 20%, equivalent to giving up about 70% of the budget. The lowest prices came from companies such as Guangdong Nanfang Communication Construction, Henan Provincial Communications Engineering Bureau, and Boxin Communication, whose line and pipeline quotations were both 20%. The highest quotation, however, came from China Mobile Construction, with line quotations of 26%-27%, pipeline quotations of 28%-29%, and second trunk line quotations of 28%, higher in each bid section than other candidates in the same section. According to the process, if there are no objections during the publicity period, the 14 companies will sign framework contracts with China Mobile Liaoning Company.
