On July 29, the 23rd session of the 14th Jiangsu Provincial People's Congress Standing Committee convened to review the Jiangsu Province Artificial Intelligence Industry Development Promotion Regulations (Draft). This draft outlines the province's commitment to making AI industry growth a long-term strategic priority.
The draft legislation focuses on fostering an innovation and entrepreneurship ecosystem for "sole proprietor" companies in the AI field. It aims to accelerate the connection between application scenarios and market demand, ensuring AI technologies are effectively deployed.
Long-Term Development Strategy
The draft clarifies the principles and direction for AI development in Jiangsu. It states the province will promote the AI industry as a long-term national strategy, adhering to principles of people-orientation, innovation-driven growth, application-oriented focus, agglomeration, open sharing, and security. The goal is to create a highland for AI innovation.
To implement national and provincial "AI+" action plans, the draft specifies management systems and mechanisms. It mandates that the provincial government lead AI development, incorporate it into economic and social plans, and coordinate solutions for major issues. It also encourages international cooperation, providing platforms for global collaboration, and promotes coordinated AI growth within the Yangtze River Delta region.
Following the logic of AI industry development, the draft works from the foundational elements, pushing for the construction of three core pillars: data, computing power, and algorithms, to solidify the industry's base.
Fusion Applications in Scientific Research and Beyond
Where will Jiangsu's AI achievements bear fruit? "Leveraging our advantage as a major manufacturing province, the draft works from the application side, accelerating the integration of application scenarios and market demand, and expanding high-value application scenarios," according to officials. The draft specifies AI integration in scientific research, industrial manufacturing, agriculture, modern services, industrial upgrades, consumption enhancement, livelihood services, and social governance.
On the supply side, the draft promotes deep integration of AI technology and industrial innovation. It proposes accelerating major projects in key AI fields, supporting the construction of national AI innovation development pilot zones and national AI industry innovation application pilot zones, and cultivating AI industry clusters to boost overall competitiveness.
Notably, the draft supports the development of intelligent-native enterprises, "sole proprietor" companies, and core industries such as intelligent chips, intelligent software, AI agents, intelligent terminals, and embodied intelligent robots. This is intended to drive overall innovation and breakthroughs in the AI sector.
To create a favorable environment for AI development, the draft establishes a guarantee and promotion mechanism. It calls for increased financial support, strengthened talent education and employment initiatives, and enhanced legal services. Specifically, it encourages the integration of general AI education at all stages of schooling and urges higher education institutions and vocational schools to establish AI-related disciplines.
Addressing Security and Ethics, Combating New Crimes
The safety and ethical implications of AI are also a major focus. "The draft balances the relationship between promoting development and maintaining bottom lines. While leaving sufficient flexibility and space for industrial growth, it strictly adheres to regulatory bottom lines," officials stated. The draft establishes a multi-departmental, multi-stakeholder, and rapid-response AI security governance system to enhance governance capabilities and promote ethical governance.
AI service providers are required to comply with national security assessment and filing procedures, and to label AI-generated content. To prevent and combat new types of AI-enabled crimes, the draft prohibits any individual or entity from using AI to harm national security, public interests, or personal legal rights. Public security organs and relevant departments are tasked with preventing and cracking down on illegal activities like invasion of personal information, defamation, and fraud facilitated by AI.
The draft also mandates ensuring the universal accessibility and fairness of AI. It requires that when providing AI products and services, providers must fully respect and assist special groups, including the elderly, people with disabilities, and minors, and offer alternative solutions as needed.
