CIRC Announces Executive Transition: Zhang Junqi Steps Down, Li Penghui Named General Manager

China Isotope & Radiation Corporation (CIRC) disclosed that Executive Director and General Manager Zhang Junqi resigned from all corporate and board committee positions, effective 28 August 2026, owing to adjustments in work duties. The board confirmed that Zhang expressed no disagreement with its decisions, and no issues require shareholder attention.

Concurrent with the resignation, the board appointed Li Penghui, aged 54, as the new General Manager, also effective 28 August 2026. Li brings experience as Deputy General Manager at CNNC Xiapu Nuclear Power (June 2015–November 2021) and Chief Engineer at the China Institute of Atomic Energy (November 2021–July 2026). A senior engineer by profession, he holds a Bachelor of Engineering from Harbin Institute of Technology (1994) and has participated in the design and construction of China’s first experimental fast reactor, an effort that earned the Special Prize of the National Science and Technology Progress Award.

Li’s service contract runs from 28 August 2026 until the conclusion of the board’s fourth session, with eligibility for re-appointment. Compensation will be set by the board based on recommendations from the remuneration and appraisal committee. As of the announcement date, Li has no shareholdings in CIRC and no relationships with directors, senior management, or substantial shareholders.
