Ministry of Commerce Spokesperson Clarifies Inclusion of 14 EU Entities on Export Control List

On July 24, 2026, the Ministry of Commerce announced the release of a controlled entities list. A spokesperson addressed the rationale behind this decision.

Late on the evening of July 23, Beijing time, the European side officially published its 21st round of sanctions against Russia, listing 14 Chinese companies from the mainland and Hong Kong. To safeguard national security and interests, and to fulfill international obligations such as non-proliferation, China, in response to these detrimental actions by the EU, has decided, in accordance with the Export Control Law of the People's Republic of China and the Regulations on the Export Control of Dual-Use Items of the People's Republic of China, to place 14 EU entities, including Rafat Group, on the export control list. This prohibits export operators from selling dual-use items to these entities and forbids overseas organizations and individuals from transferring or providing dual-use items originating from the People's Republic of China to these listed entities.
