"Previously, we had to knock on doors floor by floor starting at 10 PM, and by the time we finished checking, it was almost 11:30 PM. Now the campus safety brain intelligent system sends automatic reminders, and we can see at a glance who hasn't returned to their dormitory," Wang Shichao, a dormitory management teacher at Tancheng No. 1 Middle School in Linyi City, Shandong Province, recently told reporters. During the evening dormitory return period, he no longer needs to knock on every door floor by floor to take attendance. The intelligent dormitory return verification system at the dormitory entrance automatically completes the return check, and information on those who have not returned is pushed in real time to the school management platform and administrators.

What brought about this change is the first county-level campus safety brain intelligent platform in the province, built and put into operation by the Tancheng County Education and Sports Bureau. Relying on big data, artificial intelligence, and other technologies, the platform builds a "1+16+N" smart security system, implementing dual-platform linkage between the county-level safety brain master platform and school monitoring management platforms, exploring a new path for county-level campus safety digital governance.

Campus safety is the bottom-line project of educational work. In response to problems such as limited campus security manpower, fragmented security supervision, and lagging risk prediction at the county level, the Tancheng County Education and Sports Bureau has built the "1+16+N" system: "1" refers to the county-level campus safety brain master platform, which undertakes core functions such as real-time monitoring of campus safety conditions across the county, intelligent risk warnings, and county-wide coordinated dispatch; "16" refers to sub-platforms at 16 key schools in the county seat, playing a role in district-level coordination and demonstration radiation; "N" refers to front-end intelligent sensing points covering all primary and secondary schools and kindergartens across the county, achieving full coverage of campus security perception.

The dual platforms dynamically integrate 21 intelligent facial analysis points, 203 key security points, 482 general security points, and 367 one-touch alarm devices across the county, fully connecting to the public security 110 alarm center, forming an intelligent security management and control network featuring county-level coordination, model leadership, full-area coverage, and police-school linkage.

This system balances top-level coordination with school autonomous handling. The county-level platform provides unified monitoring and command, while each school's sub-platform retains autonomy for on-site handling, forming an operating model of "master platform leading, sub-platforms supporting, front-end points sensing."

The platform integrates artificial intelligence video analysis into daily campus safety management, covering scenarios such as dangerous behavior identification, bullying hazard warnings, outsider entry and exit control, automatic fire monitoring, dormitory management, and intelligent verification of student dormitory returns. Intelligent sensing devices at school gates, teaching buildings, playgrounds, dormitory buildings, and other locations gather data in real time, achieving one-screen overview, full-area controllability, precise dispatch, and efficient management.

Since the platform was put into operation, it has generated 229 effective safety warnings.

In September of this year, the system identified a student who had not returned to their dormitory on time at the male dormitory of Tancheng No. 1 Middle School and automatically pushed a warning message to the school management platform. The duty personnel immediately contacted the student to confirm their safety; from the system issuing the warning to completing verification, it took only 5 minutes.

"In the past, handling campus emergencies required multiple steps including on-site discovery, reporting level by level, arranging response, and taking photos for records — many procedures and long time consumption. Now after artificial intelligence identifies anomalies, alarms are pushed directly to the school platform, the school investigates and handles them immediately, and the county education and sports bureau can also view on-site conditions at key locations simultaneously," said a relevant person in charge of the Tancheng County Education and Sports Bureau.

While empowering safety management with intelligence, the platform strictly adheres to the bottom line of student privacy protection. Sensitive information such as student names and faces is desensitized, and surveillance footage and sensing data are only accessible to authorized personnel within the school according to their permissions, reducing the risk of student personal information leakage through technical mechanisms, achieving equal emphasis on smart security and student rights protection.
