In accordance with the "Notice on the Establishment of National Exemplary Characteristic Schools" (Document No. 37 [2025] from the Department of Physical, Health, and Arts Education), the selection process involved voluntary applications from schools, recommendations by municipal and local education bureaus, and provincial-level material reviews.
