Liaoning Province has recently initiated the 2026 "Liaoning 30% Off Consumption Month" campaign. Through a collaboration between the government and businesses, a series of consumer-friendly measures have been introduced to offer discounts and benefits to shoppers. At JD.com MALL in Dadong District, Shenyang, many consumers were seen selecting home appliances. "On top of national subsidies and factory subsidies, we have also rolled out JD.com subsidies. With these three combined discounts, savings can reach up to 50% of the original product price, covering nearly all price ranges for home appliances," said Li Jian, Operations General Manager of JD.com Five Star Appliance Group (Liaoning) Co., Ltd. He added that the mall will launch various promotional activities this year to offer greater value to consumers.

Since the beginning of this year, a variety of consumption-boosting activities, from the "99 Consumption Season" to the "30% Off Consumption Month," have been driving steady growth in consumer spending across the province. On March 18, it was learned from the Provincial Department of Commerce that this year, the province will simultaneously focus on both policy support and event organization. First, the province plans to increase and innovate "places where people can spend." This year, it will create 100 new consumption scenarios and cultivate new growth points for consumption. Guided by pilot programs in Shenyang and Dalian focused on new formats, models, and scenarios, the integration of commerce, tourism, sports, and health consumption industries will be deepened. Emphasis will be placed on fostering urban scenes such as first-release economy and nighttime commerce, as well as specialty scenes like innovation in time-honored brands, green commerce, and cross-border consumption facilitation. A number of new provincial-level integrated cultural, sports, and tourism consumption scenes will be established, along with demonstration streets themed around services for the elderly and children, to promote the expansion and upgrading of new consumption patterns. Shenyang and Dalian will continue to implement pilot policies for lottery-linked invoices, focusing on key areas such as retail, dining, accommodation, cultural tourism, sports, and residential services, using these pilots to drive the release of consumption potential.

Various consumption promotion activities remain a key focus for stabilizing consumption in the province. This year, Liaoning will continue to organize over 4,000 high-quality, consumer-benefiting events to strengthen the "Happy Shopping in Liaoning" brand.
