According to Feng Lishu, a second-level inspector of the Provincial Development and Reform Commission, the province has focused on optimizing the industrial development environment as a key point of effort, laying a solid foundation for the high-quality development of the aviation maintenance industry. Efforts are accelerating to build innovation platforms such as the Aerospace Information University (in preparation), while coordinating the construction of scientific facilities like the "Zhonghua" thermal physics test facility, and speeding up breakthroughs in key core technologies such as aero-engines. Support is being given to leading enterprises to strengthen cooperation with universities and research institutes, fostering the National Engineering Research Center for Tire Advanced Equipment and Key Materials at Qingdao University of Science and Technology, as well as six national enterprise technology centers including Dongfang Lantian Taijin Technology Co., Ltd. and Weihai Guangtai Airport Equipment Co., Ltd. Additionally, 15 provincial engineering research centers in the aerospace field, covering areas like civil aircraft composite materials and aerospace standard parts and structural components, are being strengthened. A policy document focusing on the quality improvement and upgrading of the aerospace industry is currently being drafted, with a particular emphasis on strengthening the aviation maintenance sector. During the 14th Five-Year Plan period, over 6 billion yuan has been allocated to support the aerospace industry through methods such as ultra-long-term special government bonds, central budget allocations, and government special bonds, which has in turn driven more than 100 billion yuan in social investment, fully stimulating the vitality of various market entities. By 2025, two new industrial clusters—the Yantai High-tech Zone cluster for high-performance special aerospace equipment core components and the Binzhou low-altitude economy cluster—will be added to the provincial-level strategic emerging industrial clusters for key cultivation, bringing the total number of aerospace industrial clusters in the province to seven. Cooperation and exchanges are being deepened with regions including Beijing-Tianjin-Hebei, the Yangtze River Delta, the Guangdong-Hong Kong-Macao Greater Bay Area, and provinces along the Yellow River basin. Active integration into the supply chains of commercial aircraft manufacturers like COMAC is underway, gathering first-tier suppliers for domestic large aircraft such as Shandong Taikoo and Nanshan Aluminum, thereby creating channels for enterprises to enter potential supplier systems. International strategic alignment and various forms of domestic and international cooperation are being carried out, encouraging foreign, private, and other capital to invest in Shandong's aviation maintenance industry, actively exploring international markets such as Japan, South Korea, Europe, and America, and enhancing the ability to link resources on a global scale.
