Increasing the supply of elderly care services is a priority. This involves accelerating the improvement of county, township (street), and village (community) three-level service networks, vigorously developing community elderly care services, and exploring the "community + property management + elderly care" model. By 2030, the coverage rate of community elderly care service facilities should reach 70%, and standardized geriatric departments in secondary and above general hospitals should reach 80%.

Developing childcare services includes improving the pricing mechanism for inclusive childcare, implementing a subsidy system for infant enrollment, and issuing childcare service vouchers. Inclusive childcare capacity will be expanded and quality improved, with the construction of one provincial and 11 municipal comprehensive childcare service centers.

Enhancing health service guarantees involves increasing medical service supply. Traditional Jiangxi cuisine cooking techniques and food culture will be deeply explored to build and strengthen the "Jiangxi Stir-fry" brand, promoting its standardization and industrialization. Catering enterprises are supported in applying for recognitions like "Time-honored Brand," "Michelin," and "Black Pearl."

Driving Digital, Intelligent, Standardized, Integrated, and International Development

Driving reform and innovation involves further optimizing approval processes in the service sector and fully implementing the market access negative list system. Opportunities from pilot city construction for new consumption formats and scenarios will be utilized to create a batch of widely impactful and highly visible new consumption scenes. Statistical monitoring and data release for the service sector will be improved.

Leveraging fiscal and financial support includes promoting financial products like the "Jiangxi Quality Loan" and intellectual property pledge financing. Elderly care financial products will be enriched, and long-term care insurance promoted. Loan interest subsidy policies for service sector market entities will be implemented. Eligible service sector projects are supported in issuing infrastructure REITs.
