Long-Term Care Insurance System to Start at Municipal Level, Avoids Uniform Implementation

On March 26, financial sources reported that the State Council Information Office held a press conference to discuss the acceleration of establishing a long-term care insurance system. Huang Xinyu, Director of the Medical Service Management Department of the National Healthcare Security Administration, stated during the conference that the "Opinions on Accelerating the Establishment of a Long-Term Care Insurance System" outline a plan to establish a system suited to China's basic national conditions within approximately three years. By the end of 2028, the system is expected to achieve near-universal coverage across the country.

Huang emphasized that, in terms of administrative coordination, the system can begin implementation at the municipal level, with the option to explore provincial-level coordination based on local conditions. Cities and regions that meet the necessary criteria may proceed first, while those that do not can strengthen their foundations before implementation. Overall, the approach avoids a uniform or one-size-fits-all rollout.
