At a recent press conference, the Deputy Director of the Municipal Bureau of Industry and Information Technology, Han Jiping, responded to questions regarding how service-oriented manufacturing can drive the expansion and quality improvement of the service sector.

He stated that service-oriented manufacturing acts as both a "booster" for elevating the value chain of the manufacturing industry and a "binder" for deepening the integrated development of the two sectors. The bureau will leverage the city's manufacturing foundation, focusing on two key areas: promoting the innovative development of service-oriented manufacturing and advancing the software and information technology services industry.

Promoting Innovative Development of Service-Oriented Manufacturing

Accelerating the transformation and upgrading of the manufacturing sector is a crucial pathway for enhancing product added value and corporate competitiveness, strengthening the resilience of industrial and supply chains, and driving the modernization of the manufacturing industry. It also represents a significant measure to foster the deep integration of advanced manufacturing with modern services, accelerate the construction of a modern industrial system, and cultivate new quality productive forces.

Han Jiping explained that the bureau will guide enterprises to proactively implement transformation by focusing on areas such as increasing service revenue and innovating service models. It will support collaborative efforts between enterprises, universities, and research institutes to tackle challenges in developing service-oriented manufacturing. Furthermore, enterprises demonstrating significant transformation results and strong exemplary leadership will be highlighted as case studies for promotion, encouraging more manufacturing firms to accelerate their shift towards service-oriented models.

In terms of specific initiatives, the bureau will prioritize extending industrial design from product appearance design to system design, nurturing a group of specialized industrial design institutions. Aligned with the "dual carbon" goals, it will cultivate a batch of green manufacturing service providers, guided by the construction of green factories and zero-carbon factories. Additionally, support will be provided to manufacturing enterprises to enhance their professional service capabilities in areas like inspection, testing, operation, maintenance, and warranty, expanding their external service business to comprehensively drive the in-depth development of service-oriented manufacturing.

Strengthening the Software and IT Services Industry

Software and information technology services constitute a vital component of the producer services sector and serve as the core engine for the development of service-oriented manufacturing. In 2025, according to the statistical standards of the Ministry of Industry and Information Technology, the software and IT services industry in the city achieved operating revenue of 145 billion yuan, marking a year-on-year increase of 8.4% and maintaining its leading position in Northeast China.

Han Jiping indicated that the bureau will continue to reinforce the leading and driving role of top-tier enterprises, continuously enhancing their strength and competitiveness. It will support key industrial parks in accelerating the improvement of their service systems, strengthening service innovation, and optimizing supporting facilities to increase their capacity for attracting and clustering enterprises.

Regarding the enhancement of industrial innovation capabilities, the bureau will guide enterprises to increase R&D investment in fields such as high-end industry-specific application software, industrial software, and cybersecurity. Efforts will be made to research, develop, and promote first-edition software products, aiming to create a series of software brand products with industry influence. Simultaneously, support will be extended to enterprises in industrial design and software services to deeply participate in intelligent transformation and digital upgrades, fostering an industrial ecosystem that integrates "manufacturing + services" and injecting new vitality into the high-quality development of the city's service sector.
