The Ministry of Human Resources and Social Security, along with the National Development and Reform Commission, the Ministry of Industry and Information Technology, and the National Data Administration, have jointly issued an implementation opinion on accelerating the application of "artificial intelligence plus human resources and social security." This initiative aims to create major artificial intelligence application scenarios across six key areas.
Expanding Digital Employment
A new model for employment service management will be developed by deeply exploring needs in areas such as employment management, policy application, employment services, and entrepreneurship services. This will continuously expand the application scenarios of artificial intelligence in the employment and entrepreneurship sector, thereby improving the efficiency of employment service management. A knowledge graph of occupational classifications and a job-seeking recruitment model will be built to quickly identify the recruitment needs of employers and the job-seeking intentions of workers. This system will assist in generating recruitment announcements and job-seeking resumes, and will pioneer new models such as digital human live-streaming for job matching, remote recruitment, and smart interviews, promoting precise and intelligent person-job matching. The system will also comprehensively evaluate the professional abilities and qualities of workers to create precise profiles, providing personalized intelligent career and entrepreneurship guidance. Data integration and intelligent upgrades of the employment information resource database will be promoted, with a focus on registered unemployed individuals. This will establish a complete chain of handling services and a full-process tracking management model, enabling intelligent management and refined services for key groups. Artificial intelligence technology will be used to accelerate the integration of the "job demand + skills training + skills evaluation + employment service" four-in-one linkage. Exploration will be conducted with relevant departments to jointly carry out smart employment operation monitoring, strengthening the macro-control capabilities of employment priority. An artificial intelligence employment impact assessment system will be established, along with a related investigation system, to guide innovation resources towards areas with high employment creation potential and reduce the impact on employment.
Deepening Smart Social Insurance
The application of artificial intelligence in processes such as handling, review, service, and risk control will be promoted to create a smart social insurance handling model. High-quality intelligent analysis models for social insurance participation will be built to accurately remind and guide people to participate in and renew insurance, and to pay premiums on time, continuously improving the quality of mass participation. The system will proactively identify the service needs of insured individuals, intelligently push social insurance policies, and strengthen contribution publicity. It will promote the intelligent identification of conditions for receiving benefits, enhancing the capacity for social insurance benefit review. Data governance will be strengthened to ensure data integrity and consistency. A smart risk control rule base and an intelligent supervision model will be built to achieve digital and intelligent risk prevention and control across all types of social insurance and all processes. Model application and cross-departmental collaboration will be deepened to improve the accuracy of identifying clues for illegal and irregular issues, thereby enhancing the intelligent management and supervision level of social insurance funds. Intelligent applications in work-related injury insurance will be promoted, including smart injury prevention, smart-assisted injury identification, and labor capacity assessment. Intelligent comparison for work-related death and occupational disease identification will be strengthened, and auxiliary work-related injury rehabilitation value assessments will be conducted to improve the quality and efficiency of identification and assessment.
Fostering Precise Talent Development
A new mechanism for intelligent talent supply will be established by promoting the collection and sharing of relevant talent information, perfecting the databases for professional technical personnel and skilled personnel, and building a map of urgently needed positions and a map of core technical talent. This will enable analysis and research on the development trends of regions, industries, positions, and the labor force. It will promote dynamic perception and situation analysis of talent distribution, market supply and demand, and training resources, supporting technical skills training and talent introduction, and effectively connecting the industrial chain with the talent chain. Focusing on the human resource needs of new quality productive forces, smart talent search applications will be explored, and channels for reaching urgently needed talent will be optimized to improve the efficiency of talent search. Full-process intelligent management of mobile personnel files, including intelligent scanning and warehouse management, will be promoted. A new paradigm of "artificial intelligence + continuing education" will be explored, building a knowledge map of professional functions, professional abilities, and professional knowledge for professional and technical personnel and high-skilled personnel. A cloud learning space and a virtual simulation practice platform will be established, along with a smart continuing education resource database and a large model, to create an intelligent, personalized, and lifelong self-learning system. An intelligent situational interactive training model will be built, capable of intelligently generating personalized training courseware based on training needs and customizing targeted teaching resources, with a focus on remote intelligent training for underdeveloped regions to increase the coverage of high-quality training resources. Technical skills training and evaluation institutions, public training bases, and continuing education bases will be encouraged and supported to promote the innovative application of artificial intelligence. Smart exams for talent personnel will be implemented, accelerating the empowerment of intelligent scenarios in areas such as intelligent question setting, intelligent marking, intelligent exam management, intelligent invigilation, personalized services, and intelligent review. Training and evaluation of artificial intelligence technical skills will be strengthened to help improve the public's AI literacy and skills.
Building Intelligent Labor Relations
A new form of intelligent protection for labor rights and interests will be created by developing intelligent applications for labor and employment guidance, policy consultation, and rights protection guidance, thereby enhancing the public service capacity and level of labor and employment. A smart mediation assistant for labor and personnel disputes will be created to assist in analyzing dispute focuses and case elements, and to intelligently push mediation strategies, improving the ability and level of mediation. Scenarios for smart labor and personnel dispute arbitration will be constructed, including automatic generation of trial transcripts, intelligent push of similar cases, assistance in case-based adjudication, generation of arbitration legal documents, intelligent self-checking of case files, automated arbitration quality and efficiency evaluation and supervision, and intelligent connection between arbitration and adjudication. This will effectively alleviate the contradiction of too many cases with too few personnel and improve the capacity and level of arbitration. Intelligent tools for legal regulation retrieval, special case push, and case management will be comprehensively used to carry out smart law enforcement and case handling, realizing functions such as automatic extraction of reports and complaints, transfer for local classified handling, automatic generation of law enforcement documents, automatic matching of applicable laws, and intelligent risk assessment and early warning. This will enhance the effectiveness of labor security supervision and law enforcement. Intelligent assessment of labor and employment policies and risk monitoring and early warning of labor relations will be explored to achieve early warning and monitoring of illegal employment behaviors, analyze and judge the situation of labor relations, and strengthen intelligent supervision of human resources service agencies and labor dispatch units. Public opinion and complaint hotspots will be dynamically analyzed, and illegal and irregular clues will be linked and handled.
Developing Smart Human Resources Services
A new ecosystem for human resources services will be explored by promoting the application of artificial intelligence in human resources service industrial parks and related institutions. Based on massive human resources service data, market rules will be deeply mined, and new business models such as intelligent matching, intelligent evaluation, intelligent development, and intelligent management of human resources will be developed. This will achieve more intelligent and precise market monitoring, supply-demand matching, and development and utilization of human resources, forming decision-making and service capabilities driven by intelligence, and pushing the human resources service industry towards intelligent and innovative development. Interface with the human resource management systems of key enterprises will be established to achieve "government-enterprise intelligent linkage," exploring a new paradigm of employment management services based on artificial intelligence. An intelligent assistant for human resource management will be built to assist employers in handling human resource management affairs and reducing management costs. Human resources service institutions and qualified enterprises will be supported in creating multi-modal "digital employees" to answer human resources policy questions for enterprise employees and provide personalized human resources services.
Building a Smart Governance Model
The modernization of governance capacity will be promoted by continuously deepening the "efficient completion of one thing" scenarios for employee enrollment, flexible employment, and employee retirement. Artificial intelligence technology will be integrated to develop intelligent and personalized services, exploring a minimalist service model of "you say, I do." The digital and intelligent upgrade of online service platforms, including the National Human Resources and Social Security Government Service Platform, the National Public Employment Service Platform, the National Social Insurance Public Service Platform, the Electronic Social Security Card, and the 12333 mobile app, will be promoted to create a new model of government service that accurately identifies needs, proactively plans services, and handles matters intelligently from start to finish. A multi-modal intelligent human resources and social security assistant will be built, providing 24/7 online services with a "digital teller," enabling scenario-based guidance and interactive self-service. Intelligent customer service robots will be developed, a national 12333 intelligent knowledge base will be established, and the intelligent application of the 12333 hotline will be promoted. Intelligent applications for drafting documents, recording meetings, and comparing policies will be explored. Dataset construction and scenario application for policy Q&A and policy promotion will be carried out, and the construction of intelligent monitoring and decision-making scenarios such as intelligent data querying, policy effectiveness evaluation, and emergency incident response will be strengthened. The auxiliary application of general artificial intelligence technology in areas such as information system operation and maintenance monitoring will be explored.
