Beijing Unveils Plan to Strengthen AI Software Stack and Accelerate Domestic Computing Architecture

Beijing's municipal government has released the city's 15th Five-Year Plan for high-precision industry development, outlining a comprehensive strategy for the artificial intelligence sector. The plan calls for a full-stack, autonomous approach to AI advancement, positioning the city to seize a competitive edge in the global artificial intelligence arena.

The initiative emphasizes reinforcing the resilience and security of independent ecosystems while elevating the capabilities of the AI software stack. A key priority involves expediting the deployment of new domestic computing architectures to reduce reliance on foreign technologies.

Beijing aims to boost innovation in algorithm theory, encouraging large language models and multimodal models to achieve global leadership. The city plans to establish itself as a hub for scientific intelligence and embodied intelligence, while also taking a forward-looking approach to the development of world models that simulate complex real-world scenarios.

As part of the broader AI strategy, the plan seeks to drive the evolution of intelligent agents toward autonomous execution capabilities. This includes accelerating research into critical standard protocols, building a sophisticated engineering software stack, and fostering the growth of agent-based internet services.

The plan further proposes enriching model service supply by establishing a token settlement system and creating what it terms "token factories" — facilities covering the entire chain of token production, distribution, and consumption. These measures aim to support the growing demands of AI-powered applications across various sectors.

Additionally, the municipality will comprehensively implement the "AI+" initiative, leveraging the construction of a national AI application pilot base to promote AI integration into key fields such as healthcare, manufacturing, and education. The plan also calls for nurturing internationally influential open-source projects and communities, positioning Beijing as a global hub for developer collaboration and innovation.
