Shanghai Lingang Rolls Out "Little Blue Whale" Plan to Attract Global Youth with Generous Benefits

Shanghai Lingang New Area of the China (Shanghai) Pilot Free Trade Zone has launched the "Little Blue Whale" initiative, offering substantial incentives to attract global young talent for internships. The program provides monthly stipends of up to 5,000 yuan and up to two months of free accommodation for students.

Foreign entrepreneur Wang Kang, an American fluent in Mandarin, praised Lingang’s supportive environment for young dreamers. Another expatriate entrepreneur, Lu An, chose to settle in Lingang, citing the area’s commitment to nurturing youth aspirations: "Any dream is worth bringing to Lingang."

At today’s event in Lingang Center, 130 international students from 55 countries began exploring opportunities in the district. Eleven leading Lingang-based companies showcased job openings, highlighting both industrial strength and proactive talent recruitment. A HR representative from Siasun Robot emphasized the value of early internships for integrating academic knowledge with practical skills in roles like mechanical and electrical design.

International students, such as Ivan from Zhejiang University’s China Studies program, see Lingang as a gateway for global entrepreneurs—particularly Russians—to enter the Chinese market. Ivan aims to secure an internship in export-related roles.

The "Little Blue Whale" plan extends subsidies to all college-level students (associate to doctoral degrees), ranging from 1,000 to 5,000 yuan monthly, with an additional 1,000 yuan for non-local students’ commuting costs. Free stays at "Youth Hostels" are available for up to two months.

Employers are incentivized to establish internship bases, receiving 500 yuan monthly per intern and a 5,000 yuan bonus for retaining post-internship hires. Lingang plans to develop 50 key internship bases in cutting-edge sectors.

Yang Wu, Deputy Director of Lingang’s Human Resources Office, stated that these efforts aim to cultivate high-potential talent for future industries, targeting over 500 internship bases and 10,000 student participants.
