Shanzhou District, Shaanxi: "Bottle-to-Pipe" Project Brings Natural Gas to Relocation Communities

On November 25, 2025, in Yangwan District, Liuwan Street, Shanzhou District, Shangluo City, Zhu Jianjun was delighted as he watched workers install natural gas pipelines in his kitchen. "We’ve been waiting for this day for a long time. I used to rely on gas cylinders for cooking, which was always a safety concern. Now, with natural gas, it’s both convenient and safe," said Zhu, a resident of Yangwan Community in Shanzhou District. His sentiment reflects the collective relief of all residents in the relocation community.

Constructed in 2019, Yangwan Community initially lacked pipeline gas infrastructure. Zhao Haiqiang, the property manager, explained, "The community has 24 buildings with 1,589 households. Since the ban on liquefied petroleum gas cylinders in high-rise residences earlier this year, residents faced difficulties—using induction cookers increased electricity costs, while secretly using gas cylinders posed safety risks. This has been a major concern for our property management team."

This issue is not isolated. Statistics show that 5,879 households across 106 buildings in six high-rise communities and four multi-story communities in Shanzhou District lack pipeline gas facilities. Addressing this challenge has become a priority for the district’s Rural Housing Bureau.

Responding to public demand, the bureau prioritized solving urgent livelihood issues. It successfully secured a 10-million-yuan national ultra-long-term bond in 2025 to fund the "Bottle-to-Pipe" gas pipeline renovation project, covering communities like Luhejian in central Shanzhou. The funds have been fully allocated.

The project involves laying 4,740 meters of Dn200 PE pipes, 2,299 meters of Dn110 PE pipes, and 996 meters of Dn63 PE pipes across 10 relocation communities, including Yangwan and Shazi. Additionally, it includes installing 5,897 gas meters, 5,897 automatic shut-off valves, and 106 pressure regulators. With a total investment of 40 million yuan, the project is slated for completion by September 2026.

Progress has been swift. After project approval in 2024, preparatory work concluded in early 2025, followed by bidding in June and construction commencement on September 15. Zhao Haiqiang noted smooth progress in Yangwan Community, with strong cooperation from residents.

So far, the first phase covers six high-rise communities (66 buildings, 4,485 households), with 1,880 meters of medium-pressure pipelines and 6,100 meters of low-pressure pipelines installed. The second phase, involving four communities (40 buildings, 1,394 households), is under cost review.

Beyond gas infrastructure, the Rural Housing Bureau has invested over 23 million yuan in recent years to build public toilets, e-bike sheds, waste transfer stations, and roof waterproofing repairs in relocation communities. The latest 40-million-yuan gas project further enhances living standards, ensuring tangible benefits for relocated families.

These efforts underscore Shanzhou District’s commitment to improving livelihoods, making relocation policies truly impactful for thousands of households.
