Commerce Ministry Blacklists 14 EU Entities Under Export Controls

The Chinese Ministry of Commerce announced on July 24 that it has placed 14 EU-based entities, including Lafert S.p.A., on an export control blacklist.

This action is taken under the Export Control Law of the People's Republic of China and the Regulations on the Export Control of Dual-Use Items, among other relevant laws and regulations. The stated purpose is to safeguard national security and interests, and to fulfill international obligations such as non-proliferation.

The following measures will be applied to the listed entities:

First, export operators are prohibited from exporting dual-use items to these 14 entities. Overseas organizations and individuals are also banned from transferring or providing dual-use items originating from the People's Republic of China to these entities. Any ongoing related activities must cease immediately.

Second, in special circumstances where an export is genuinely necessary, the export operator must apply to the Ministry of Commerce for approval.

The announcement takes effect from the date of its publication.
