Beijing's Huairou District to Build "Forestry Zhongguancun" During the 15th Five-Year Plan Period

During the upcoming 15th Five-Year Plan period, Beijing's Huairou District will focus on key areas such as forestry breeding, forestry economy, carbon sequestration, and forestry safety to establish an innovation-driven research and development platform. The district aims to implement an innovation enhancement plan, creating a highland for forestry ecological technology innovation known as "Forestry Zhongguancun."

Huairou District boasts a forest coverage rate of 77.57%. As a key ecological conservation area for the capital, the district currently has 164,681.16 hectares of forested land, with both forest area and coverage ranking first in Beijing. The per capita park green space area remains among the highest in the city, with total green space covering 2,623.13 hectares and a greening coverage rate of 53.05%. The per capita park green space stands at 26.82 square meters, ranking second in Beijing.

During the 14th Five-Year Plan period, Huairou completed 688,000 mu of forest tending and 107,000 mu of national public welfare forest management. Additionally, 27,000 mu of afforestation was achieved under the Beijing-Tianjin Sandstorm Source Control Project.

Over the next five years, Huairou District will prioritize building "Forestry Zhongguancun." District officials outlined multiple measures to establish a leading zone for forestry innovation, including integrated ecological protection and management, development of economic forests, under-forest economies, and composite forest operations. The district will expand the application of smart forestry equipment, protect and utilize forest fruit germplasm resources, promote new flower varieties, and develop innovative forestry materials, fostering new productive forces such as "bamboo replacing plastic."

Huairou will also create demonstration sites for various applications, such as forestry innovation bases to facilitate technology transfer and practical use, and smart forestry platforms to consolidate data resources, enable full-process fire control, monitor wildlife, and serve businesses and tourists. The district will unify its "Huairou Forestry" brand identity, develop specialized under-forest economies, and achieve "multiple revenues per mu of forestland."

Furthermore, Huairou will deepen the integration of forestry science and cultural tourism by combining ancient tree parks, forest wellness, and study tours to build an intelligent eco-cultural tourism brand. The district will consolidate resources to create ecological sightseeing routes, implement a "four-season tourism" model, and enhance smart scenic area services.

To support the "Forestry Zhongguancun" initiative, Huairou will establish new research institutions, promote innovation and technology transfer platforms, strengthen international cooperation, and innovate technical service models. Examples include adopting a "science village + forest farm" approach, establishing a "forest farm + enterprise + farmer" mechanism, and advancing carbon sequestration value realization.
