Lanzhou has officially launched its 2026 incentive program for private enterprises that employ university graduates. Eligible companies can receive a one-time reward of up to 1 million yuan, continuing the policy's benefits. According to the "Detailed Rules for Rewarding Private Enterprises in Lanzhou for Hiring University Graduates," non-public enterprises registered in Lanzhou—including its districts, functional zones, and the Lanzhou New Area—that hired at least 30 new graduates in 2025 and meet the following criteria may apply: First, the enterprise must sign labor contracts of at least one year with graduates and continuously pay pension, unemployment, and work-related injury insurance for six months. Second, the graduates must remain employed and insured by the enterprise at the time of application. Third, the actual employer and the insurance-paying entity must be the same. The incentive follows a tiered structure: companies hiring over 30 graduates receive a 300,000 yuan reward; over 50 graduates receive 500,000 yuan; and over 100 graduates receive 1 million yuan. Applicants must submit materials including the application form (in triplicate), a copy of the business license, a graduate roster, copies of academic certificates, and key pages of labor contracts (with official seals). Applications are accepted each March and September by the local human resources and social security department where the enterprise operates, with companies in the High-tech Zone applying through the Chengguang District office. Relevant departments advise eligible firms to carefully prepare documents according to requirements and seize the policy opportunity.
