Closely aligned with the goal of taking the lead in Xinjiang in basically realizing Chinese modernization, Hami has deepened the implementation of the municipal Party committee's "123456" development strategy. The city's economic growth has been steady and progressive, with major economic indicators maintaining double-digit growth for several years. The year 2024 marked a milestone in Hami's development history, as its Gross Domestic Product (GDP) reached 108.439 billion yuan, breaking through the 100-billion-yuan threshold. In the first three quarters of 2025, the regional GDP hit 88.298 billion yuan, representing a robust year-on-year increase of 9.2%. Solid strides have been made in comprehensively building a new, modern socialist Hami, propelling the city into a critical phase of accelerated catch-up and a golden period of leapfrog development.

On January 4th, positive news emerged from Hami East Station, the largest and most intelligent marshalling yard in Xinjiang. The station set a new historical record by disassembling 66 trains and assembling 69 trains in a single day. This achievement further enhances the capacity of the Lanzhou-Xinjiang transport corridor and effectively improves the overall functionality of the western regional railway network. Wang Peng, Party Branch Secretary of Hami East Station under the Hami Train Operation Segment of China Railway Urumqi Group Co., Ltd., stated, "Our train reception, dispatch, and marshalling capabilities will be significantly enhanced, with operational capacity increasing by 1.2 times. The annual freight handling capacity is expected to rise from 100 million tons to 178 million tons."

During the "14th Five-Year Plan" period, with strong support from the state and the autonomous region, Hami City strategically planned and implemented a batch of foundational and supportive key projects in transportation, water conservancy, energy, and other sectors. Major national and provincial highways, including G331, G575, and S245, were completed and opened to traffic, adding four new cross-regional transport routes. The total highway mileage now extends to 9,658 kilometers. The first phases of the Hongliu and Jiangliu railways became operational, and the capacity expansion and renovation of Hami East Station were successfully completed. The total railway mileage has reached 1,977 kilometers, with a railway network density of 139 kilometers per 10,000 square kilometers—2.5 times the average level in Xinjiang. In civil aviation, the terminal building of Hami Yizhou Airport was renovated, making it the eighth airport in Xinjiang to handle over a million passengers annually. Barkol Airport officially commenced operations, and the Yiwu General Airport project is accelerating, initially forming a "one core, two supplements" aviation hub pattern. Investment in the transportation sector during this period was 1.2 times that of the "13th Five-Year Plan" period.

The bipolar commissioning of the third channel for "Xinjiang Power Outbound Transmission" has basically formed a "two DC, two AC" power transmission pattern. The city has built the nation's largest single high-performance computing center. A major infrastructure artery integrating "water, electricity, public utilities, railways, and digital infrastructure" is rapidly taking shape, traversing the northern Tianshan region of Hami.

On January 5th, the construction site of the Baishihu Industrial Project's industrial wastewater treatment and reuse facility in Yiwu Industrial Park was a hive of activity. Workers were busy with tasks such as installing steel structure exterior wall cladding and equipment, steadily advancing the project. Yang Hao, Deputy General Manager of Xinjiang Water Development Runxin Water Treatment Technology Co., Ltd., said, "Currently, we have completed the main structure of 15 individual units, including the pre-treatment workshop, reclaimed water workshop, biochemical workshop, and sludge treatment facility. The overall construction progress has exceeded 80%."

The project has a total planned investment of 1.497 billion yuan and is being constructed in two stages. The first stage involves building a sewage treatment plant with a daily capacity of approximately 12,000 cubic meters, along with supporting pipeline networks, with a construction period of one year. The second stage will construct a plant with a daily capacity of about 27,000 cubic meters and its配套管网, taking two years to complete. The entire project encompasses both the sewage treatment plant and external pipelines, with all components tightly integrated to establish a comprehensive resource recycling system.

Yang Hao, Deputy General Manager, further explained, "Upon completion, the project will be capable of treating 8 to 10 million cubic meters of wastewater annually. The treated water will be fully recycled back to user units for reuse, significantly alleviating local water scarcity pressures and laying a foundation for the high-quality, sustainable development of the coal chemical industry."

Coking wastewater, a typical byproduct of coal chemical production containing large amounts of oil and phenolic compounds, is extremely difficult to treat. It represents both a "hard nut to crack" for corporate environmental management and a potential "rich ore" for resource utilization. This project employs a series of advanced processes tailored to the industrial wastewater generated by enterprises. It first removes organic pollutants like carbon and nitrogen through processes such as cooling, turbidity removal, and biochemical treatment. Membrane technology is then used to separate water from salts, producing reclaimed water suitable for industrial use. The remaining concentrated brine undergoes an evaporation stage to extract salts that meet industrial reuse standards, truly achieving zero liquid discharge and the recycling of water resources. This project is currently the nation's largest "zero-discharge" treatment project for semi-coke wastewater and a genuine "zero-emission" project where not a single drop of wastewater is discharged externally.

Yang Hao added, "We have also introduced an intelligent management system that can monitor real-time operational data, promptly identify and address potential issues. Furthermore, intelligent management enables optimized resource allocation, reduces operational costs, and provides strong guarantees for the project's long-term stable operation."

Since the "14th Five-Year Plan" began, the Hami Municipal Party Committee and Government have firmly embraced the concept of "projects as king," continuously expanded effective investment, and leveraged the driving force of major projects. They have constantly optimized the investment structure and enhanced investment efficiency and quality. The city's fixed-asset investment has shown a steady and positive trend, with project construction undergoing qualitative upgrades. Cumulative fixed-asset investment during this period has exceeded 250 billion yuan. The investment scale has expanded from around 25 billion yuan in 2021 to approximately 90 billion yuan in 2025, a 3.5-fold increase, with an average annual growth rate of 37%, ranking among the top in Xinjiang. The total investment in construction projects for 2025 reached 400 billion yuan, 3.2 times the 2021 figure. The proportion of projects with a total investment exceeding 100 million yuan increased from 36% in 2021 to 49% in 2025, achieving dual improvements in both the quantity and quality of investment projects. The role of fixed-asset investment as a key "engine" for promoting economic growth and driving high-quality development has become increasingly prominent.

Transforming the growth model and adjusting the structure have become the developmental potential of fixed-asset investment during the "14th Five-Year Plan" period. Industrial investment grew 9.2 times compared to 2021, with an average annual growth rate of 57.6%. Hami's predicted coal resources amount to approximately 570.8 billion tons, accounting for one-eighth of the national total and one-third of Xinjiang's total. Seizing opportunities presented by national strategies such as the national coal-to-oil-and-gas strategic base and the national-level modern comprehensive energy industrial demonstration base, Hami is fully advancing coal chemical projects like Huineng, Guanghui, and Jiangna. It is accelerating the construction of a 100-billion-yuan modern coal chemical industry cluster. Coal production capacity has exceeded 220 million tons, with outbound shipments accounting for over 50% of "Xinjiang Coal Outbound Transportation."

On January 5th, inside the central control room of Hami Guanghui Environmental Technology Co., Ltd. in the Yiwu Industrial Park, data flickered on electronic screens as operators intently monitored various parameters. In the plant area, staff conducted inspection rounds to ensure the stable operation of all equipment sections, reinforcing a solid line of defense for safe production. As the operator of the nation's first project to produce ethylene glycol from off-gas, Hami Guanghui Environmental Technology Co., Ltd. has consistently prioritized technological innovation since its commissioning in 2022. Through continuous technical upgrades, it has solidified the foundation for high-quality development. The facility now operates safely, stably, at full capacity, and optimally, accumulating strong momentum for the new year. Annually, it utilizes 2.65 billion standard cubic meters of off-gas, equivalent to saving 570,000 tons of standard coal and directly reducing carbon dioxide emissions by 628,000 tons.

Leveraging raw materials and utilities from upstream enterprises, the process involves compression, conversion, and purification to remove impurities. Pressure Swing Adsorption (PSA) is used to extract carbon monoxide and hydrogen. The carbon monoxide is then sent for DMO synthesis to produce dimethyl oxalate, which subsequently undergoes hydrogenation to produce ethylene glycol. Finally, the ethylene glycol is refined and purified to obtain polyester-grade ethylene glycol, achieving maximum utilization of low-value off-gas resources.

Zhang Quanpu, Deputy General Manager of Hami Guanghui Environmental Technology Co., Ltd., said, "The company has maintained high-load, safe, and stable operation for 139 consecutive days. Throughout 2025, the company produced a total of 190,000 tons of all products, fulfilling 103% of the annual production target. Notably, in December, the company's output, revenue, and profit all reached record highs, while consumption hit a record low."

Hami City fully leverages its abundant energy resources, often described as "coal soaring, non-ferrous metals dancing, and limitless wind and solar potential," to promote the integrated development of a new energy system and a new industrial system. The total grid-connected power generation capacity has surpassed 45.53 million kilowatts, with new energy capacity accounting for 70.98%, consistently leading Xinjiang. The city is also at the forefront of energy storage technology innovation and industrial application in the region.

On January 5th, at the Hami Shichengzi Photovoltaic Industrial Park, the Hami Energy Group 110kV Haneng Vanadium Flow Shichengzi South Energy Storage Station—a 100 MW / 400 MWh all-vanadium flow battery independent energy storage project invested and constructed by Hami Energy Group—innovatively adopted outdoor prefabricated container integration design. Utilizing an intelligent control system for millisecond-level response, it efficiently stores green electricity during periods of surplus power and precisely releases stable current during peak grid demand. The project boasts core advantages such as high safety, long cycle life, and stable capacity, significantly enhancing the ability to absorb new energy.

Kang Liming, Station Manager of the Hami Energy Group 110kV Haneng Vanadium Flow Shichengzi South Energy Storage Station, stated, "Our 110kV Hami Shichengzi South all-vanadium flow battery energy storage station achieved full-capacity grid connection on December 30, 2025. It now begins daily charging and discharging cycles, with a daily charging capacity of around 400,000 kWh and a discharging capacity of approximately 270,000 kWh. Following full-capacity grid connection, it plays a role in enhancing the absorption capacity of the entire grid in the Shichengzi area and contributes to the stable operation of the power grid."

The project successfully achieved its grid-connection target on schedule through a "phased testing + joint commissioning" model, which meticulously identified and resolved over 100 potential issues. All performance indicators have met the design standards.

Kang Liming added, "Our all-vanadium flow battery energy storage station is the first of its kind to be commissioned in the Eastern Xinjiang region. It utilizes technology from Dalian Institute of Chemical Physics, which is considered advanced domestically. Its main advantages lie in safety and stability. Operating as an independent energy storage facility with scheduled charging and discharging, it contributes to grid security."

During the "14th Five-Year Plan" period, Hami City adhered to the guidance of a unified "one map" for new energy planning and layout. It scientifically and orderly promoted the construction of large-scale new energy bases in "sandy, Gobi, and desert" areas, continuously strengthened the main grid structure, accelerated the diversified and scaled construction of new energy storage, and significantly improved the power grid's regulation capability. Currently, the city's total installed power capacity stands at 45.53 million kilowatts, with new energy capacity reaching 32.32 million kilowatts, maintaining its leading position in Xinjiang. Hami has established the nation's largest production base for titanium and titanium alloy new materials with the most complete industrial chain, as well as Xinjiang's largest and most comprehensive wind power equipment manufacturing base. The Hami Wind Power Equipment Manufacturing Base has been recognized as a national characteristic cluster for small and medium-sized enterprises in the wind power equipment sector.

In recent days, the construction site of the project for the annual production of 2,000 sets of high-power hydrogen fuel cell systems by Xinjiang Kunhua New Energy Technology Co., Ltd. has been bustling. New factory buildings have risen from the ground, various instruments are neatly arranged, and robotic arms are undergoing smooth trial runs on preset tracks.

Huang Huanqing, General Manager of Xinjiang Kunhua New Energy Technology Co., Ltd., said, "Our fuel cell production line entered trial operation by the end of November. We are currently conducting final equipment debugging before official operation, expecting to complete all debugging work by December 24th, with official operation commencing on the 25th."

With a total investment of 150 million yuan, the project adopts the industry-leading technical route of "high power" and "single stack, single system," focusing on two core areas: high-power fuel cell systems and hydrogen energy storage power generation systems. Compared to peers, Xinjiang Kunhua's single-stack, single-system technology offers advantages such as smaller size, wider adaptability, more stable operation, and lower failure rates.

Huang Huanqing explained, "Our factory currently produces two main categories of products. The core products are fuel cell systems with power ratings ranging from 150 kW to 250 kW. This series of products can be widely adapted for freight trucks, buses, commuter coaches, and other vehicles. They also meet the needs of engineering sectors such as mining loaders, excavators, and mining trucks, as well as applications like urban sanitation buses, street sweepers, and port container handlers."

During the "14th Five-Year Plan" period, Hami City was selected as one of the first batch of hydrogen energy industry demonstration cities in Xinjiang. It successfully joined the national fuel cell vehicle demonstration city clusters of Zhengzhou and Guangdong, propelling its industrial economy onto the "fast track" of high-quality development. Building on its superior energy resource endowment and geographical advantages, Hami actively implements the national "Xinjiang Power Outbound Transmission" strategy. Having established a national-level comprehensive energy base primarily comprising tens of millions of kilowatts of wind power and millions of kilowatts of photovoltaic power generation, the city focuses on national needs and Hami's capabilities. It firmly concentrates on the four dimensions of "generation, grid, load, and storage," adopting multiple measures to accelerate the construction of a new power system, making active contributions to the autonomous region's goal of building a national strategic energy and resource security base.

Liu Xiaobo, Member of the Party Group and Deputy Director of the Hami Development and Reform Commission, said, "Since the '14th Five-Year Plan,' fixed-asset investment has been consistently directed towards benefiting people's livelihoods and addressing shortcomings. The city's infrastructure encompassing 'water, electricity, public utilities, railways, and digital infrastructure' has been gradually perfected. Infrastructure investment increased from 14 billion yuan in 2021 to over 60 billion yuan in 2025, a 4.3-fold growth. A cumulative total of 28.198 billion yuan in superior-level funds was secured, supporting 531 projects aimed at improving basic medical care, basic education, urban renewal, public services, and other livelihood safeguards, further strengthening the foundation for the city's people-centered development."
