During the first half of this year, the core artificial intelligence industry in Shandong achieved a revenue scale exceeding 85 billion yuan, marking a year-on-year growth of 33.2%. According to available data, the province currently hosts 1,124 key enterprises dedicated to developing and servicing products across large models, intelligent agents, big data, and high-performance computing, with a full-stack product capability largely established—spanning intelligent computing power, data corpora, model algorithms, and intelligent terminals.
Across the province, a total of 317 large model products have passed third-party institutional evaluations, with 51 models completing national registration for generative AI services. Additionally, 100 vertical-domain large models are being prioritized for promotion, covering 13 key sectors including industry, livelihood, government affairs, and scientific research. In the industrial sphere, 122 industry-specific large models have been selected under the "open competition" initiative, achieving full coverage across 41 industrial categories. Notably, 10 of these industrial large models have been ranked among the national top 50, securing the highest count in the country.
Over the past two years, Shandong has consolidated 125 million yuan in fiscal funding to innovatively implement subsidy policies such as "model vouchers," "corpus vouchers," and "scenario vouchers." Among these, the industrial "corpus voucher" subsidy has already supported 35 high-quality corpus library projects, achieving full coverage of 31 manufacturing sectors. The high-quality dataset construction consortium led by Weichai Power has been shortlisted for the Ministry of Industry and Information Technology's pilot list for industrial data foundation initiatives. Furthermore, 2,522 enterprises have passed data management capability maturity assessments, maintaining the province's top ranking nationwide.
Shandong has also cultivated 2 national-level pilot smart factories and 49 excellence-level ones, while establishing 130 "industry brains" driven by data and models, along with 5,657 "morning star factories." To date, the province has organized 11 "AI Empowering New Industrialization in Qilu" series activities, facilitating supply-demand matching between AI and the manufacturing sector. These efforts have cumulatively identified over 1,200 AI application needs and facilitated the on-site signing of 116 intelligent projects, with a total contract value of 1.456 billion yuan. Progress is also steady on the national intelligent computing cloud service pilot, with 22 provincial-level intelligent computing cloud service centers fostered, bringing the province's total computing power to 23.18E, with intelligent computing accounting for over 51%.
