Hebei Province has released an implementation plan offering fixed subsidies to expedite the retirement of old city buses and the replacement of in-service new energy bus batteries.
The initiative aims to drive the green, low-carbon transformation and high-quality development of the province's urban public transport system. The subsidy funds are designated for replacing in-use city buses registered before December 31, 2018, and for swapping out the power batteries of new energy buses that exceed their original warranty period or fail safety standards before December 31, 2026.
Municipalities are directed to prioritize scrapping outdated new energy buses. Based on fund availability and the demand for replacing old buses, they should also retire fuel-powered city buses and replace them with new energy models.
The subsidy standards are categorized and fixed. A subsidy of 100,000 yuan per vehicle is provided for replacing a bus with a standard new energy model. For replacements with low-floor or low-entry new energy buses, the subsidy is 110,000 yuan per vehicle. In both cases, the subsidy cannot exceed the price of the new vehicle. For power battery replacements, a subsidy of 42,000 yuan per vehicle is offered, not exceeding the cost of the new battery.
Applications for subsidies will be processed through a combined online and offline system. After completing vehicle purchases or battery replacements, relevant companies must fill out information online, upload supporting documents, and submit the application form to their local transport authority. The deadline for subsidy applications for the current year is December 31, 2026.
The fund review and disbursement process will follow a county-level review and city-level verification system. The 2026 subsidy funds are exclusively for bus replacement projects implemented within that calendar year.
