The First Intermediate People's Court of Dazhou City in Sichuan Province publicly sentenced Zhang Jianhua, former member of the Party Leadership Group and Deputy Director of the State Administration of Science, Technology and Industry for National Defense, on August 5, 2026, in a first-instance trial for bribery and influence-peddling bribery. The defendant, Zhang Jianhua, was sentenced to eight years in prison and fined 3 million yuan for bribery, and five years in prison and fined 800,000 yuan for influence-peddling bribery, with a combined sentence of ten years in prison and a total fine of 3.8 million yuan. All criminal proceeds and their fruits from Zhang Jianhua's crimes were ordered to be recovered and turned over to the state treasury. The court investigation found that from 2008 to 2025, Zhang Jianhua, leveraging his positions as Director of the Military Project Audit Center, Director of the Finance and Audit Department, Chief Engineer, and member of the Party Leadership Group and Deputy Director of the State Administration of Science, Technology and Industry for National Defense, as well as the convenience formed by his powers and status, provided assistance to relevant individuals in areas such as administrative approvals and investment equity acquisitions. He illegally accepted property worth a total of approximately 43.38 million yuan.
From 2021 to 2025, after retirement, Zhang Jianhua used the convenience formed by his former powers or status, through the conduct of other state personnel in their official duties, to seek illegitimate benefits for relevant individuals in matters such as business operations and project contracting. He illegally accepted property worth a total of 11.7 million yuan.
The Dazhou Intermediate People's Court held that Zhang Jianhua's actions constituted the crimes of bribery and influence-peddling bribery, with both amounts being particularly huge. Considering that both the bribery and influence-peddling bribery crimes had attempted circumstances; that he voluntarily surrendered, truthfully confessed his crimes, and constituted self-surrender; that he proactively disclosed some bribery and influence-peddling bribery facts not yet known to the supervisory authority; that he acknowledged guilt and expressed remorse, and actively returned illicit gains, with all illegal proceeds recovered; the court could legally mitigate punishment. The court then rendered the aforementioned judgment.
It is reported that the Dazhou Intermediate People's Court held a trial for this case on April 16, 2026, in accordance with the law. During the trial, the prosecution presented relevant evidence, and the defendant Zhang Jianhua and his defense counsel cross-examined it. Under the court's presiding, both the prosecution and defense fully expressed their opinions. Zhang Jianhua made a final statement and expressed his guilt and remorse in court.
