AI-powered one-person companies drive grassroots innovation momentum

The Zhejiang Provincial Administration for Market Regulation recently convened a meeting to advance pilot work on the innovative development of artificial intelligence OPCs (One Person Companies), rolling out ten measures covering space, computing power, data, talent and finance to comprehensively push forward pilot initiatives in Hangzhou, Ningbo and other cities.

In addition, since the start of this year, Guangdong, Anhui, Jiangsu and several other regions have successively introduced supporting policies to cultivate AI-powered OPCs.

These developments indicate that localities are seizing the window of opportunity in AI development, using the cultivation of new types of micro-level innovation entities as a key lever to explore new pathways for expanding new quality productive forces.

An AI-powered OPC refers to a new lightweight entrepreneurial model centered on an individual who, relying on large AI models, inclusive computing power, intelligent tools and digital service systems, independently completes the entire business loop from creative design and product development to delivery of services.

The most prominent value of this business format lies in lowering the threshold for innovation and unleashing individual creativity.

Traditional entrepreneurial models often depend on multiple conditions such as teams, physical space and capital, and a large number of creative ideas struggle to materialize due to organizational costs.

AI tools have made research and development, design, operations and maintenance and other processes lightweight, enabling individual entrepreneurs to directly address niche market demands and conduct low-cost trial and error with rapid iteration in vertical tracks.

Numerous AI-powered OPCs act like microscopic cells within the industrial ecosystem, capable of capturing niche scenario demands that large enterprises easily overlook, enriching the supply of AI applications and driving general-purpose large models toward continued industry-specific and scenario-based implementation.

At the same time, this lightweight entrepreneurial model expands flexible innovation space, opens low-threshold value conversion channels for technical talent and creative professionals, and helps form an innovation ecosystem where large, medium and small enterprises interconnect and complement one another.

As the wave surges, there is also a need to take a rational view of the inherent shortcomings of AI-powered OPCs.

Most of these entities are asset-light and small in scale, with computing power costs accounting for a relatively high proportion and access to high-quality compliant data being limited; institutional rules regarding the ownership of AI-generated content, the delineation of intellectual property boundaries and the separation of personal and corporate assets remain incomplete; traditional financial service models are not well matched to new business formats, lacking credit products suited to their operational characteristics; and market customer acquisition, credit accumulation and risk resistance capabilities are generally weak, constraining their long-term growth.

To promote the regulated and healthy growth of AI-powered OPCs, coordinated efforts across multiple dimensions are needed to solidify the foundation for development.

First, institutional gaps must be filled by accelerating the clarification of key matters such as registration rules, allocation of responsibilities and ownership of AI-generated content, using institutional certainty to stabilize market expectations; second, innovation factors must be precisely allocated by directing computing power, data, talent and financial resources to targeted areas, with a focus on exploring credit assessment and financing models suited to asset-light entities to resolve the financing pain points of OPCs; third, the requirements of inclusive and prudent regulation must be upheld, maintaining the bottom line of safety and compliance while avoiding a simplistic one-size-fits-all approach, and making good use of regulatory sandboxes and credit-based tiered and categorized supervision to achieve a balance between encouraging innovation and preventing risks.

At present, AI-powered OPCs remain in an exploratory and early stage.

Only by continuously enriching the soil for innovation and allowing individual creativity to take root and grow with the support of artificial intelligence can trickles of innovative momentum be gathered together.

It is hoped that localities will continue to use policy certainty to offset uncertainties in development, escorting more AI-powered OPCs on a steady and long journey, making them micro-level carriers that demonstrate the resilience of China's economy.
