Comprehensive Energy Security Drill for Severe Weather Conducted in Zhuhai

A comprehensive energy security drill simulating extreme weather conditions was carried out in Zhuhai, Guangdong Province. The scenario involved a powerful typhoon making landfall, causing widespread power grid failures, a fire at an electrochemical energy storage station, a leak in a long-distance natural gas pipeline, and downed transmission lines.

Based on real historical cases of typhoon disasters, the drill simulated complex emergencies triggered by a super typhoon. It employed a combined approach of video simulation and on-site practical operations, structured around four key phases: monitoring and early warning, response activation, emergency handling, and response termination. The exercise encompassed 16 standardized scenarios. Representatives from 26 entities within Zhuhai's energy sector safety mechanism observed the drill, while a team of 65 experts from government and enterprise units—including power, pipeline networks, public security, firefighting, medical services, water utilities, and telecommunications—participated directly.

The application of technological equipment was a highlight of the event. When a simulated scenario involved foreign objects entangled in transmission lines, personnel used a laser clearing device to target and remove the debris from hundreds of meters away within minutes. At another site simulating the repair of a collapsed utility pole, a rapid pole-erection vehicle completed the setup with a crew of three, a task that traditionally required nearly 20 workers. The laser clearing device has a maximum power of 1000 watts and a range of two kilometers, allowing ground-based remote operation for faults that previously necessitated climbing tower structures.

Guided by the Guangdong Provincial Energy Bureau and organized by the Zhuhai Development and Reform Bureau, this drill was a full-scenario, practical exercise focused on energy security under extreme weather conditions influenced by El Niño. It included practical components such as cross-regional reverse gas transmission, black start procedures for power plants, specialized firefighting for electrochemical energy storage facilities, coordinated flood discharge between Zhuhai and Zhongshan, cross-border power supply restoration for Macau, and closed-loop management of public opinion.

Officials stated that the insights from this drill will be used to thoroughly review and systematically address vulnerabilities. The goal is to continuously refine the energy emergency response plan framework, solidify cross-departmental, cross-regional, and government-enterprise collaboration models, and ensure the routine operation of established mechanisms like the Zhuhai-Zhongshan flood discharge coordination, Zhuhai-Guangzhou mutual gas supply support, and Zhuhai-Macau cross-border supply assurance. Furthermore, regular inspections of energy infrastructure across the region and practical training exercises will be conducted to strengthen the city's energy security network and enhance its overall emergency response capabilities.
