The Beijing Office of the National Financial Regulatory Administration has issued an "Administrative License Revocation Decision." The document states that on May 16, 2016, the then Beijing Banking Regulatory Bureau approved an application from Bank of Beijing Financial Leasing Co., Ltd., agreeing to a change in its registered capital to 3.1 billion yuan. Under this approval, Liqin Investment Co., Ltd. (referred to as Liqin Company) was to contribute 660 million yuan, representing a 17.74% stake. Following an investigation, it was confirmed that a portion of Liqin Company's capital used for this investment was not its own funds, constituting an acquisition of the administrative license through deceptive means.
The regulatory body formally notified both Bank of Beijing Financial Leasing Co., Ltd. and Liqin Investment Co., Ltd. of the facts, reasons, legal basis for the intended revocation, and their respective legal rights. Bank of Beijing Financial Leasing Co., Ltd. did not submit any statements or defenses. Liqin Investment Co., Ltd., however, presented its defense and requested a hearing. A hearing was duly held on March 13, 2026, where the regulator fully considered Liqin Company's statements, defenses, and cross-examination regarding the违规入股 (irregular share acquisition) matter.
After a lawful review, it was determined that Liqin Investment Co., Ltd. engaged in违规 and illegal activities during its application to become a shareholder in Bank of Beijing Financial Leasing Co., Ltd.. The relevant facts are clear, evidence is conclusive, and the legal basis is solid. The arguments presented by Liqin Company during the hearing were insufficient to alter the认定 of the违法 facts. Consequently, the Beijing Financial Regulatory Bureau has decided to revoke the specific part of the 2016 approval that permitted Liqin Company to become a shareholder in Bank of Beijing Financial Leasing Co., Ltd..
The Beijing Financial Regulatory Bureau stated that following this decision, Bank of Beijing Financial Leasing Co., Ltd. must promptly adjust its equity structure and ensure that key indicators, such as registered capital, comply with regulatory requirements.
If dissatisfied with this decision, the involved parties may apply for administrative reconsideration with the National Financial Regulatory Administration within 60 days of receiving the decision, or file an administrative lawsuit with a competent people's court within six months. The implementation of the above decision will not be suspended during复议 or诉讼 proceedings.
