Qingdao Introduces 15-Point Plan to Stabilize Electronic Information Manufacturing Growth, Focusing on Six Key Sectors

Qingdao has detailed its industrial support across six key areas, emphasizing local strengths in smart home appliances and virtual reality, with the introduction of a 15-measure plan to stabilize growth in the electronic information manufacturing sector. The plan aims to seize opportunities presented by the artificial intelligence era and consolidate Qingdao's industrial advantages. Recently, six municipal departments, including the Bureau of Industry and Information Technology, the Development and Reform Commission, and the Science and Technology Bureau, jointly issued the "Qingdao Electronic Information Manufacturing Industry Steady Growth Work Plan." The plan proposes 15 measures across five major aspects to promote stable industrial growth, targeting a total industry revenue exceeding 250 billion yuan by 2026.

Developed in alignment with Qingdao's actual industrial development, the plan specifies key support for six sectors: smart home appliances, smart audio-visual terminals, wearable smart devices, integrated circuits, advanced computing, and energy electronics. It particularly highlights local advantageous industries like smart home appliances and virtual reality to enable more targeted efforts.

Specifically, for smart home appliances, the plan will leverage the national advanced manufacturing cluster for smart appliances and the innovation leadership of the National High-End Intelligent Home Appliance Innovation Center. It will deepen the integration and innovation of artificial intelligence, on-device large models, and intelligent agent technologies with home appliance products. The goal is to develop AI-powered home appliances capable of environmental perception, autonomous decision-making, and emotional interaction, achieving large-scale application in scenarios such as smart homes, home-based elderly care, and intelligent energy saving. The annual target for key smart home appliance product output is set to exceed 68 million units.

For smart audio-visual terminals, the plan aims to sustain and build upon R&D and manufacturing advantages in ultra-high-definition display. It will focus on core products like 8K UHD TVs and intelligent commercial display equipment, prioritizing breakthroughs in key technologies such as AI image quality engines and multi-modal perception with cross-device collaboration. Efforts will also expand into diverse application scenarios including smart home entertainment, new retail commercial displays, and remote medical consultations.

In wearable smart devices, leveraging its first-mover advantage in virtual reality, the plan will utilize the National Virtual Reality Innovation Center (Qingdao) to overcome technical bottlenecks in core components like high-performance optical modules, lightweight design, and micro-display modules. The focus is on developing cutting-edge products such as AI+XR multi-form smart glasses, AI earphones, and AI watches. By concentrating on technological routes like MicroLED and silicon-based OLED, the plan seeks to promote mass production of core components including full-color micro-display devices and optical modules. The annual target for the virtual reality industry scale is to exceed 20 billion yuan, with output of devices like smart glasses aiming for growth of over 20%.

For integrated circuits, building upon the municipal integrated circuit industrial park, the plan prioritizes the development of specialized processes for 12-inch wafer manufacturing lines and ramping up production capacity. It will accelerate the introduction and cultivation of design, packaging and testing, materials, and equipment enterprises. Efforts will be made to foster cooperation between design companies and local OEMs in sectors like home appliances and automobiles. The plan also advocates for the vigorous development of advanced packaging technologies such as 3D stacking and heterogeneous integration, continuously enhancing wafer-level and system-level advanced packaging capabilities. The annual target is for the industry scale to surpass 26 billion yuan, with key products like integrated circuit wafers aiming for output growth exceeding 30%.

Advanced computing will focus on capitalizing on the explosive demand for AI computing power by attracting and nurturing a group of leading enterprises in the field. Concurrently, technological breakthroughs will be pursued in key areas like high-performance computing chips, high-speed interconnect technology, and advanced cooling systems. The emphasis will be on developing customized servers and all-in-one products tailored for large model training and inference, high-performance computing, and edge computing. The annual revenue target for the advanced computing industry is approximately 12 billion yuan.

Energy electronics will rely on innovation platforms such as the Qingdao Institute of Bioenergy and Bioprocess Technology, Chinese Academy of Sciences, to accelerate the R&D and large-scale application of next-generation battery technologies like solid-state batteries and sodium-ion batteries. The plan aims to expand the manufacturing scale of lithium battery cells and batteries, while improving supporting capabilities for materials like anodes, cathodes, separators, and electrolytes. It will also actively pursue R&D in photovoltaic technologies such as flexible thin-film batteries, perovskite, and tandem solar cells, expanding the application of PV products in distributed energy and green, low-carbon scenarios.

Qingdao will emphasize the leading role of national-level innovation platforms, fully leveraging the two national innovation centers for smart home appliances and virtual reality. It will systematically deploy mid-scale pilot platforms for manufacturing, strengthen platform co-construction and sharing, and enhance the capacity for originating innovation. The city will focus on achieving breakthroughs in key common technologies such as lightweight on-device AI models, ultra-high-definition codecs, and high-performance AI chips. It will also strategically position itself in emerging fields like embodied intelligence, smart glasses, and solid-state batteries to promote the industrialization of technological achievements.
